From July 1, millions more people must participate in compulsory social insurance.

The revised Law on Social Insurance 2024 (effective from July 1, 2025) has added many groups of subjects participating in compulsory social insurance. Accordingly, the group of online workers, technology drivers, etc. may also be included in this group. According to current regulations, employees with a labor contract with a term of 3 months must participate in compulsory social insurance. However, the Law on Social Insurance 2024 has adjusted in the direction that employees and business owners who have an agreement to work with a contract of 1 month or more must pay social insurance.

In addition, the new Law also adds four groups of subjects that must participate in compulsory social insurance, including: Business owners according to Government regulations; groups of subjects who are business managers, controllers, representatives of state capital, representatives of enterprise capital at companies and parent companies according to the provisions of the Enterprise Law; members of the Board of Directors, general directors, directors, members of the supervisory board or supervisors and other elected management positions of cooperatives and cooperative unions according to the provisions of the Law on Cooperatives who do not receive salaries; groups of subjects who work part-time, with monthly salaries equal to or higher than the lowest salary used as the basis for compulsory social insurance contributions (calculated according to the regional minimum wage); finally, cases where employees and employers agree with a different name but the content shows the paid work, salary and management, operation and supervision of one party...

According to the Ministry of Home Affairs , from July 1, there will be millions more people participating in compulsory social insurance, notably business owners. In addition to expanding the subjects participating in compulsory social insurance, the new Law also has "strong" regulations on the situation of late payment and evasion of social insurance. In addition to administrative sanctions, for acts of evasion of social insurance payment, the parties will also be prosecuted criminally according to the provisions of law.
