The National Center for Hydro-Meteorological Forecasting said that currently (November 15), a strong cold air mass continues to move south and is expected to cause widespread weather fluctuations in the coming days.

Around November 17, cold air will affect the Northeast and North Central regions, then spread to the Northwest and North Central regions. On land, Northeast winds will gradually increase to level 3-4, and coastal areas to level 4-5.
From November 17-18, the North will experience scattered rain; on the night of November 17, the weather in the provinces and cities of the North and North Central regions will turn cold, with some places in the highlands experiencing severe cold, with the lowest temperature commonly ranging from 12-15 degrees Celsius, and some places in the highlands below 10 degrees Celsius.
In Hanoi area, the weather turned cold from the night of November 17, the lowest temperature in this cold air mass is commonly 13-15 degrees Celsius.
Due to the simultaneous impact of the cold air strengthening and the disturbance of the East wind in the upper atmosphere, the area from Ha Tinh to Khanh Hoa experienced continuous heavy rain from November 15 to 18. On November 15, from Ha Tinh to Da Nang there was 10-30mm of rain, locally over 50mm. From the night of November 15 to the night of November 16, from South Quang Tri to Da Nang, from East Quang Ngai to Dak Lak and Khanh Hoa there was heavy to very heavy rain of 100-200mm, locally over 300mm; from Ha Tinh to North Quang Tri there was 60-100mm of rain, locally over 200mm.
From November 17-18, heavy rains occurred in Hue, Da Nang, eastern Quang Ngai and Gia Lai with rainfall of 200-450mm, in some places over 550mm. Total rainfall in some areas could reach 300-600mm, locally exceeding 800mm. From November 19, heavy rains continued from Da Nang to Khanh Hoa. In the South, from November 16-18, moderate rains and thunderstorms occurred, locally very heavy rain of 50-100mm, in some places over 150mm.
Prolonged heavy rains pose a risk of flooding low-lying areas, urban areas and industrial zones; flash floods on small rivers and streams; landslides in mountainous areas. The risk level for natural disasters on land is at level 1, while Hue, Da Nang, eastern Quang Ngai and Gia Lai are at level 2.
At sea, from the evening and night of November 17, the Northeast wind in the Gulf of Tonkin gradually increases to level 7, sometimes level 8, gusting to level 9, rough seas, waves 3-5m high; in the North East Sea, the Northeast wind gradually increases to level 7-8, gusting to level 9-10, rough seas, waves 4-6m high.
