At the conference summarizing the work of electronic information management in 2024, the Department of Radio, Television and Electronic Information ( Ministry of Information and Communications ) said that currently the total number of Vietnamese accounts using domestic social networks is about 110 million accounts. The total number of Vietnamese accounts using foreign networks is about 203 million accounts.

Vietnam currently has 1,056 licensed social networks.

Of which, the number of monthly Zalo users (as of the end of June 2024) is 76.5 million people. The number of Facebook users in Vietnam is 72 million, YouTube is 63 million and TikTok is 67 million people. According to the Department of Radio, Television and Electronic Information, up to now, the Zalo platform has the leading number of registered accounts in Vietnam, higher than the three cross-border platforms Facebook, YouTube and TikTok. Also according to the Department of Radio, Television and Electronic Information, in 2024 alone, 80 more general electronic information sites and 40 domestic social networks were licensed. As of November 15, 2024, the state management agency has granted 1,056 licenses to establish domestic social networks. The Ministry of Information and Communications said it will attach tools to manage general electronic information sites and measure traffic to licensed social networks.

From December 25: Mandatory verification of social network accounts by phone number

Speaking at the conference, Mr. Le Quang Tu Do, Director of the Department of Radio, Television and Electronic Information, emphasized that Decree 147/2024/ND-CP on management, provision and use of Internet services and online information, which has just been issued by the Government, will take effect from December 25, 2024. Accordingly, the decree has new policies that will affect and change some social network usage habits of Vietnamese people, such as regulations requiring social networks to authenticate users via phone number or personal identification number and only authenticated accounts can provide information (write articles, comment, livestream) and share information on social networks. "This regulation aims to limit the situation of anonymous users to scam, spread fake news and other illegal acts," Mr. Do noted. The Decree also adds regulations on blocking and removing violating content and services within 24 hours, promptly blocking and removing content and services that violate national security; temporarily or permanently blocking accounts, pages, groups, and social network channels that frequently violate, requiring owners of pages, channels, and social network groups to be responsible for managing posted content and comments on group pages. At the same time, social network sites must provide information on violating users to state management agencies upon request. New content such as social networks are responsible for granting authentication (blue tick) to accounts, pages, and channels of organizations, businesses, and influential people in Vietnam; children under 16 years old are not allowed to create social network accounts; checking, monitoring, and removing information, services, and applications that violate legal regulations; social networks must reach agreements with press agencies when citing content online; providing search tools at the request of the Ministry of Information and Communications and the Ministry of Public Security ; Disclosure of content distribution algorithms to users… is clearly stated in Decree 147.

Fines of over 1 billion VND for violations on social networks

In 2024, the Ministry of Information and Communications said that it had worked with local Departments of Information and Communications to inspect, review, and rectify 236 electronic information pages, general electronic information pages, social networks, and social network accounts. Of which, 46 cases were fined with a total fine of more than 1 billion VND. Local Departments of Information and Communications also inspected 1,040 general electronic information pages and social networks, detected, handled, and rectified 290 pages with signs of violating legal regulations, reviewed and handled 83 domain names with signs of violation and forced the revocation of two domain names. The Ministry of Information and Communications also announced that in 2024, it continued to maintain the fight, requiring platforms to prevent and remove information that violates Vietnamese law. As a result, Facebook blocked and removed 8,981 pieces of content that opposed the Party and the State and violated Vietnamese law (94%); Google blocked and removed 6,043 pieces of violating content on YouTube (91%); TikTok blocked and removed 971 pieces of violating content (93%).
