Step by step improvement of information technology infrastructure
In order for digital transformation to gradually enter people's lives, one of the important factors is to ensure information technology infrastructure. However, the basic information technology infrastructure in localities, especially at the commune-level People's Committees, is still lacking and patchy.
Not guaranteed
In recent times, agencies, units and localities have made many efforts to implement the province's Digital Transformation Plan (DTP) for 2023, with a vision to 2025. However, due to the basic information technology (IT) infrastructure still having many shortcomings, it has generally affected the progress, quality and results of implementing tasks related to DTP and the project to develop applications of population data, identification and electronic authentication to serve national DTP in the period of 2022 - 2025, with a vision to 2030; for example, there are not enough computers to serve the work, many computers are old, outdated, low configuration, many units do not even have an internal network (LAN).
The most difficult situation is in the communes of the three mountainous districts of Van Canh, Vinh Thanh and An Lao, where the IT and telecommunications infrastructure is not yet guaranteed, and the IT equipment and human resources are both lacking and weak. In particular, in Vinh Thanh district, up to now, there are still 3 villages in Vinh Kim commune that have not used fixed broadband internet: Kon Tru, O2 and O5. Most of the computers and some IT equipment in state agencies in the district are too old, outdated, or damaged...
Mr. Bui Tan Thanh, Chairman of Vinh Thanh District People's Committee, admitted: The basic IT infrastructure in the departments, offices, and People's Committees of communes and towns of the district is not guaranteed, posing many potential risks to information security. This year, the district has balanced and allocated more than 1 billion VND to support localities in purchasing computers, upgrading network systems... Compared to the actual needs, this amount of funding is not enough, so the district has submitted a request to the Provincial People's Committee for additional support.

Step by step perfection
Faced with this situation, the Chairman of the Provincial People's Committee requested the People's Committees of districts, towns and cities to urgently review and allocate resources to complete the investment in basic IT infrastructure at the district and commune levels. Specifically, ensuring the number and configuration of computers for work; striving for each cadre, civil servant, public employee and non-professional worker to have a computer to use; ensuring LAN and smooth internet connection at the unit.
Regarding the implementation of the above goal, Mr. To Hong Phuong, Head of the Department of Culture and Information of An Nhon Town, said: Up to now, the IT infrastructure at the town level is relatively guaranteed and complete. Therefore, the town prioritizes allocating resources to deploy digital transformation at the commune level on all three pillars of building digital government, developing digital economy , digital society with nearly 40 tasks. In particular, there is a plan to upgrade and supplement the LAN system, IT equipment system, computers to ensure the configuration and capacity of the equipment serving the deployment of IT applications for cadres and civil servants at the People's Committees of communes and wards; striving to complete this work this year.
In Quy Nhon City, in addition to the roadmap for piloting the commune-level digital transformation model in 2023 in Nhon Ly and Phuoc My communes, this year, the City People's Committee has allocated funds to purchase and equip each commune and ward with 2 computers, 1 printer, and 1 scanner. The city has also deployed the rental of specialized level II data transmission services to 21 wards, communes and departments and units outside the headquarters of the City People's Committee. Building a database of technical infrastructure systems (drainage, trees) and a database for exploiting Quy Nhon City planning information (building a digital map of technical infrastructure to serve the management and exploitation of information of citizens and organizations)...
According to the Department of Information and Communications, the 3G and 4G mobile coverage rate in the province has reached 100% in the centers of communes and towns. Fiber optic broadband network infrastructure covers over 73% of households and 100% of communes; however, the basic IT infrastructure at the district level and especially at the commune level is generally not guaranteed.
Mr. Tran Kim Kha - Director of the Department of Information and Communications, Deputy Head of the Provincial Steering Committee for Digital Transformation, said: 2023 is the year of creating and building digital data, aiming to create new values in a number of key areas. To do that, it requires district and commune authorities to proactively review and arrange funding sources to purchase additional computers to ensure that officials and civil servants have sufficient working conditions; upgrade and complete LAN systems and internet lines to ensure smooth connectivity, information security, and well serve the needs of exploiting and using deployed information systems. At the same time, promote propaganda and mobilization to people and businesses about the effectiveness and benefits of digital transformation, so that they proactively and actively participate in using technology solutions, especially digital applications/platforms.
