For students who wish to study in an area other than their residential area, the local authorities will have some conditions and will only consider them when the school is still able to accept them.
NOT FOLLOWING WARD ADMINISTRATIVE BOUNDARIES
After 2 years of implementing online enrollment using GIS maps in assigning students to schools according to district and county levels, by the 2025-2026 school year, the primary enrollment process of Ho Chi Minh City will use the results of VNeID combined with a digital map system (GIS) shared throughout the city to allocate students.
From the actual current residence data of students, through the identification code, localities base on the actual school situation to build flexible enrollment areas, not following the administrative boundaries of wards, to create conditions for students to study near their current residence and ensure that schools recruit enough students according to theeducation development plan.

Also according to the regulations of the Department of Education and Training, from now until May 23, all localities must complete the enrollment plan for the first level and update it on the only information portal (https://tuyensinhdaucap.hcm.edu.vn).
Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that the admission process for primary schools will meet the diverse needs of the people when the admission system has 3 criteria: Place of residence, previous place of study, place of work of parents...
The allocation of students will be flexible, not rigid according to administrative boundaries; there will be solutions for special cases such as workers' children, students living in border areas; at the same time, the number of students between schools will be balanced, ensuring the quality of education.
For schools located on local borders, the Department of Education and Training recommends that local primary school admission steering committees develop appropriate admission plans, creating favorable conditions for students to study near their place of residence.
ADMISSION CRITERIA FOR FIRST LEVEL
Mr. Phan Si Dat, Head of the Department of Education and Training of Tan Phu District, said that the district flexibly divides routes based on 3 factors: Allocation of schools and classes in the district; number of children of admission age; information on current residence of students from the industry database. At the same time, the district combines the use of the GIS digital map system to calculate the travel distance of students, ensuring that the distance from home to school does not exceed 4 km for preschool children and primary school students; and does not exceed 7 km for secondary school students.
Students in Tan Phu District can study at educational institutions in the same ward or in other wards to ensure that the distance from home to school does not exceed the regulations, creating conditions for all citizens of universal education age to go to school.
As for students who wish to study in areas other than their residential area (subject 2), the school will only consider students who have completed preschool and primary school in the district, have a parent working in the district, have a current residence according to VNeID in areas bordering Tan Phu District, are in special cases and have legitimate reasons.
In District 3, Mr. Pham Dang Khoa, Head of the Department of Education and Training, said that for first and sixth grade students whose current residence is not in this locality but who wish to study in District 3, the Department of Education and Training will consult with the District's Primary Admissions Steering Committee to consider and resolve these cases.
The leader of the Department of Education and Training of District 3 also said that there will be criteria when considering the order of priority such as: Students whose father or mother is a civil servant or public employee working in District 3; Students whose current residence according to VNeID is in the border area between District 3 and neighboring districts but not more than 1,000 m; Students whose father or mother is working in District 3 (in organizations, enterprises, etc.); Cases not in the above priority list will be considered for final admission, based on the remaining admission capacity of the schools and according to the decision of the Steering Committee for Primary Admissions of District 3, based on the advice of the Department of Education and Training.
Mr. Dang Nguyen Thinh, Head of the Department of Education and Training of District 7, informed that for the 2025-2026 school year, the district proposed to the Department of Education and Training to continue enrolling 6th grade students at Nguyen Huu Tho Secondary School through the results of the capacity assessment survey. This school is expected to enroll about 475 students. The remaining schools will apply GIS maps and allocate students residing in District 7. After reviewing the number of students enrolled by place of residence, the district will accept the remaining students.
After confirming online at the city's admissions page, parents submit their children's admission applications.

ADMISSION TO ADVANCED SCHOOLS, SPECIAL SCHOOLS
Ms. Le Thi Thanh Giang, Head of the Department of Education and Training of District 1, also said that the district will also apply GIS maps to allocate students based on their current residence registered on VNeID. At the same time, it will also consider the option of accepting students residing in neighboring areas such as District 3, District 4, District 5, Phu Nhuan District... in the condition that schools in these areas still have the capacity to accept them to create the most favorable conditions for the learning process of students.
According to Ms. Thanh Giang, enrollment in kindergartens, grades 1 and 6 will begin on May 24; schools implementing high-quality, advanced, regionally and internationally integrated programs including Be Ngoan Kindergarten, Ben Thanh, 30.4, Nguyen Thai Hoc Primary School, Huynh Khuong Ninh Secondary School will enroll first. Based on students submitting applications to these schools, the Department of Education and Training will analyze, adjust, and allocate students to schools depending on the actual situation in the locality. For schools with many interested parents and students such as Nguyen Du Secondary School, Tran Van On, the leader of the Department of Education and Training of this district said that the expected admission criteria is from 19 points or more.
Mr. Nguyen Thai Vinh Nguyen, Head of the Department of Education and Training of Thu Duc City, informed that schools implementing high-quality, advanced, regionally and internationally integrated programs such as Vanh Khuyen 1 kindergarten, Hoa Mai, Long Thanh My, An Binh primary school, Linh Chieu, Nguyen Thi Tu, Le Van Viet, Binh Tho, Hoa Lu, Tran Quoc Toan 1 secondary schools... will conduct pre-enrollment from May 24 to 29. In particular, Binh Tho, Hoa Lu, and Tran Quoc Toan 1 secondary schools will enroll 6th grade students using a competency assessment test on May 24. Students who participate in the survey at these 3 schools, if they do not pass, will still be arranged to study 6th grade at another secondary school according to the regulations of the Department of Education and Training of Thu Duc City.
Timeline parents need to pay special attention to
From May 24 to 29 : Parents register for primary school admission to schools that organize special programs, including: Schools implementing high-quality, advanced, regionally and internationally integrated programs; schools implementing integrated English training programs according to Project 5695; schools implementing French enhancement training programs: Nam Saigon Primary, Secondary, and High Schools (grades 1 and 6) and schools with other special models in the education system.
From May 30 to June 4: The Department of Education and Training will review and announce the enrollment results of schools that organize special programs on the city's primary enrollment page.
From June 5 to 8: Parents confirm online at the city's admissions page and submit admission applications for their children.
From June 14 to 20: The city's admissions website will announce the distribution of students to all mass program schools. Parents will confirm their application to the schools according to the data updated by the Department of Education and Training.
During this time, parents can also register under category 2 - Students who wish to study in an area other than their actual residence.
From June 25 to 29: Parents access the primary school admission system to view the results of group 2 and confirm admission. Schools organize to receive candidates admitted to group 2.
