The Inspectorate of the Ministry of Education and Training has just announced the conclusion of the inspection on the enrollment and training activities at the Vietnam Women's Academy (headquartered in Hanoi, campus in Ho Chi Minh City). Accordingly, the university's enrollment at the undergraduate and master's levels had violations when the enrollment quota exceeded the regulations.
At the university level , in 2022, the regular transfer form from intermediate and college to university in Social Work is 50, while the prescribed quota is 26 (exceeding 24 quotas, an excess rate of 92.3%); the transfer form of studying and working in Law has 63 quotas, the prescribed quota is 11 (exceeding 52 quotas, an excess rate of 472.7%); the Social Work major has 50 quotas, the prescribed quota is 8 (exceeding 42 quotas, an excess rate of 525%).
Vietnam Women's Academy was fined 150 million VND for organizing recruitment and training in violation of regulations.
In 2023, the regular Law major will recruit 40 students, the prescribed quota is 34 (exceeding 6 quotas, the excess rate is 17.6%); the Social Work major will recruit 42 students, the prescribed quota is 37 (exceeding 5, the excess rate is 13.5%); the Law major will recruit 60 students in the form of part-time study and work, the prescribed quota is 11 (exceeding 49 quotas, the excess rate is 445.5%); the Social Work major will recruit 20 students, the prescribed quota is 12 (exceeding 8 quotas, the excess rate is 66.7%).
Also in 2023, the academy recruited more university students for the part-time study and work program in Social Work than the prescribed number, when the number of successful candidates and enrollees (according to the admission decision) was 30, although the prescribed quota was 12 (exceeding the quota by 18, an overage rate of 150%).
For master's level , the content of the 2023 master's admission announcement does not guarantee the time. The Academy organizes learning and evaluates the results of additional knowledge of candidates, but lacks evidence showing the recognition of the results of completing additional knowledge to consider the conditions for taking the exam according to regulations.
The Master's Admissions Council (2022, 2023) has a composition of members (secretaries) that does not comply with the Academy's master's admissions and training regulations. The Academy does not conduct inspection and examination activities for the 2022, 2023 master's entrance exams according to the regulations of the Ministry of Education and Training.
With the doctoral level, the academy determined and announced the 2023 enrollment plan as 8 targets, but in the announcement on October 2, 2023, it was 10 targets.
The inspection conclusion also pointed out many mistakes of the Vietnam Women's Academy in training activities.
The training organization lacks a legal basis for recruiting and organizing training, information about the teaching staff (permanent and guest lecturers) and management staff, planning and monitoring of teaching plans in Ho Chi Minh City. In particular, at this facility, the organization and management of university-level training is not in accordance with regulations.
The Inspectorate of the Ministry of Education and Training requested the Vietnam Women's Academy to conduct the enrollment work for undergraduate, master's and doctoral degrees in accordance with the procedures of the Ministry of Education and Training and other relevant legal regulations. At the same time, it drew up a record of administrative violations against the academy for the above-mentioned acts with the amount of 150 million VND.
