Civil servant salary scale and salary scale effective in August

New regulations on the structure and proportion of civil servant ranks

Circular 04/2024/TT-BNV of the Ministry of Home Affairs amending and supplementing a number of articles of Circular 13/2022/TT-BNV guiding the determination of civil servant rank structure takes effect from August 15.

Accordingly, Circular 04/2024/TT-BNV adds Articles 2a, 2b, 2c and 2d after Article 2 of Circular 13/2022/TT-BNV. These articles stipulate the proportion of civil servant ranks at agencies as follows.

Salary arrangement for recruiters and civil servants

Article 4 of Circular 05/2024/TT-BNV of the Ministry of Home Affairs, effective from August 15, 2024, regulates salary arrangement for those recruited and accepted as civil servants from December 7, 2023. Depending on the recruited subjects, there are different ways of salary arrangement, specifically as follows.
