Discussing at the National Assembly (NA) hall about the draft Law on Civil Servants (amended) on the morning of November 13, many delegates were interested in the content of recruiting civil servants, arranging jobs, and supporting civil servants who quit their jobs due to reorganization and merger.
Support for "mechanical surplus" civil servants
Commenting on Article 20 of the draft law, Deputy Nguyen Hoang Bao Tran (HCMC) pointed out the fact that after the merger, many civil servants, although completing their tasks well, fell into a state of "mechanical redundancy" because the organization no longer had corresponding positions, not due to weakness. Meanwhile, there is currently no mechanism forcing the governing body to proactively arrange, introduce or second redundant civil servants to other units within the same public system.
Therefore, Deputy Tran proposed to add regulations that in case of redundant civil servants due to the rearrangement of administrative units or the reorganization of public service units, the management agency is responsible for arranging, seconding or introducing civil servants to units suitable for their expertise and capacity. The contract shall not be terminated if the civil servant still meets the requirements of another job position.
Regarding the regulations on resignation and retirement of civil servants in Article 31, Deputy Tran said that there is currently no distinction between "voluntary resignation" and "resignation arranged by the organization". According to this Deputy, clearer regulations are needed to support civil servants in stabilizing their lives and reducing risks to society.
"There should be regulations that civil servants who quit their jobs due to organizational reorganization or administrative unit mergers will receive a one-time allowance of at least 12 months' salary, and will be given priority for job referrals in the public system or transitional areas," Deputy Tran suggested.
Ms. Nguyen Hoang Bao Tran noted that the Law on Public Employees (amended) is an important law, regulating the professional life of more than 2.2 million public employees nationwide. Every regulation, no matter how small, has a profound impact on the lives, thoughts, and beliefs of public employees. "I hope that the draft Law on Public Employees (amended) not only aims at tighter management but also demonstrates a humane and companionate spirit, so that each public employee, despite changing circumstances, will still be given the conditions to continue to contribute," said Deputy Tran.

Afraid of "outer leg longer than inner leg"?
Regarding the rights of civil servants to sign contracts for professional and business activities, Deputy Nguyen Thi Viet Nga ( Hai Phong City) assessed that this is an open regulation, but it is necessary to tighten regulations on the mechanism of control and prevention of corruption. Because this regulation may potentially contain some risks such as conflicts of interest between positions in the public and private sectors, especially when civil servants are managers of both public and private units operating in the same field.
Delegate Cao Thi Xuan ( Thanh Hoa ) is concerned that if there is no strict monitoring mechanism, it could lead to the consequence that main tasks become secondary, and the quality of basic, essential public services is not guaranteed.
Expressing a different opinion, Deputy Tran Van Lam (Bac Ninh) said that it would be unreasonable to stipulate that civil servants are not allowed to do business in the field they are working in the public sector for fear of being taken advantage of to transfer public to private sectors. Thus, this is the mindset of "if you can't manage it, then ban it"...
Minister of Home Affairs Do Thanh Binh said that the drafting agency will accept the opinions of the deputies and will review, revise, and ensure the principle of creating maximum conditions for civil servants in their professional activities but must be transparent, not allowing conflicts of interest and policy exploitation.
Tightly control livestream online sales
Discussing the draft Law on E-commerce in the hall, Deputy Hoang Thi Thanh Thuy (Tay Ninh) raised one of the issues that the public is interested in and worried about: sellers via livestream, especially famous people, earn large revenues but advertise falsely, sell fake or poor quality goods or avoid responsibility after consumers complain.
Delegate Thuy proposed adding a mechanism to control livestream sessions advertising special uses for products that affect health such as functional foods and cosmetics; clarifying the joint responsibility of sellers in cases of providing excessive or incorrect information, along with additional handling measures.
GDP growth target for 2026 set at 10%
On the same morning, the National Assembly voted to pass the Resolution on the Socio-Economic Development Plan for 2026. Accordingly, the growth rate of gross domestic product (GDP) in 2026 strives to be 10% or higher; GDP per capita to reach 5,400 - 5,500 USD; the average growth rate of the consumer price index (CPI) is about 4.5%; the average growth rate of social labor productivity is about 8.5%.
Through the Resolution on the state budget estimate for 2026, the National Assembly decided that in 2026, the state budget revenue will be nearly 2.53 million billion VND. Of which, the central budget revenue will be more than 1.22 million billion VND, and the local budget revenue will be more than 1.3 million billion VND. Total state budget expenditure in 2026 will be more than 3.15 million billion VND, of which the central budget expenditure will be more than 1.8 million billion VND, and the local budget expenditure will be more than 1.35 million billion VND (not including expenditure from additional sources to ensure the basic salary of 2.34 million VND/month).
