At the regular meeting in November 2023 on the afternoon of November 24, the People's Committee of Nghe An province unanimously approved the Socio -Economic Development Plan for 2024.
The Provincial People's Committee determined that 2024 is the fourth year of implementing the 5-year socio-economic development plan for 2021-2025. 2024 is also a pivotal year, of special significance in successfully implementing the Resolutions of Party Congresses at all levels, including the Resolution of the 19th Provincial Party Congress.
The Provincial People's Committee sets the general goal of continuing to accelerate the implementation of action programs to implement Party Congresses at all levels to strive to achieve the highest possible goals and targets, especially low-achievement targets.
Synchronously deploy tasks and solutions to implement Resolution No. 39-NQ/TW of the Politburo , especially programs, projects and proposals that have been specified in action programs, complete proposals to submit to the National Assembly to issue resolutions on specific mechanisms and policies for the development of Nghe An province.
Focus on removing bottlenecks, difficulties and obstacles in investment, production and business to strongly promote growth associated with economic restructuring; develop key infrastructure; implement more drastically and effectively the disbursement of public investment capital and effectively implement the three national target programs.
Promote administrative reform, digital transformation, improve the business investment environment, enhance competitiveness, and unlock resources for development investment; Pay attention to comprehensive and synchronous development of cultural, social,educational , and health sectors; focus on ensuring social security, sustainable poverty reduction, and improving the material and spiritual life of the people.
Strictly manage and effectively use land and resources, protect the environment, proactively prevent and combat natural disasters, and respond to climate change. Resolutely fight corruption, negativity, and waste.
Improve the effectiveness of foreign affairs, focus on regional development issues and proactively link regions and sub-regions. Strengthen national defense and security, ensure social order and safety.
In the plan, the Provincial People's Committee sets out 28 main targets to strive for. Regarding economic targets: Gross Regional Domestic Product (GRDP) growth rate of 9-10%; Economic structure: Agriculture, forestry, and fishery about 21-22%; Industry and construction about 35-36%; Services about 42-43%.
State budget revenue of 15,854 billion VND; Total export turnover of 3,000 million USD; Total social development investment source of 106,000 billion VND; Average GRDP per capita of 62-63 million VND; Urbanization rate of 33%
Regarding social indicators: Birth rate reduction of 0.2‰; Poverty rate reduction of 1-1.5%; Malnutrition rate of children under 5 years old of 13.8%; National standard school rate of 78%; New jobs created for 47,000 workers; Trained labor rate of 70.1%.
The rate of communes meeting the National Criteria on health according to Decision No. 1300/QD-BYT dated March 9, 2023 of the Ministry of Health is 77.6%; The number of doctors per 10,000 people is 12.9 doctors; The rate of commune health stations with doctors is ≥ 90%; The number of hospital beds per 10,000 people is 38.2 beds; The rate of cultural villages, hamlets, and blocks is 69.8%.
The rate of communes, wards and towns with cultural and sports facilities meeting standards is 79.3%; The rate of people participating in health insurance is 94%; The rate of the labor force participating in social insurance is 25.7%; In the year of new rural construction, 7 communes met new rural standards; 25 communes met advanced new rural standards; 6 communes met model new rural standards.
To successfully achieve the above goals and targets, the Provincial People's Committee has set out 12 main groups of tasks and solutions. In particular, continuing to direct the implementation of the action program and key tasks to implement the Resolutions of Party Congresses at all levels; strengthening leadership and direction.
Focus on removing difficulties and obstacles to boost production and business, promote growth in industries and sectors; Focus on mobilizing and effectively using resources to develop infrastructure; promote disbursement of public investment capital; strengthen effective management of budget revenue and expenditure.
Strengthening urban and housing planning and development; Improving the effectiveness of investment promotion activities; Strongly improving the investment and business environment; Innovating and improving the quality of education and training; Developing human resources associated with promoting innovation, application and development of science and technology.
Develop culture and society; achieve social progress and equity, improve people's lives, ensure social security; Manage, exploit and use natural resources effectively and sustainably; proactively and effectively respond to natural disasters and climate change.
Improve the effectiveness and efficiency of state management; promote administrative reform; promote digital transformation; Improve the effectiveness of foreign affairs and international integration activities; promote cooperation and regional development linkages with localities.
