At that time, Vinh City approved the compensation and site clearance support plan with a total amount of more than 1.6 billion VND. Not agreeing with the established compensation plan, Mr. Nguyen Sy Kien submitted a request to be granted an additional adjacent area.

The incident has lasted for more than 13 years, but Vinh City has not yet completed the procedures for exchanging land for Mr. Kien's family.

After 2 months, Vinh City must report the results of the handling to the Provincial People's Committee and inform citizens.

Next, Mr. Nguyen Huu Thi, residing in Thai Loan hamlet, Dien Doai commune, Dien Chau district, requested the competent authority to properly implement Judgment No. 03/2014 of the People's Court of Nghe An province.
