Mr. Nguyen Sy Kien in Hung Dung Ward, Vinh City, petitioned: He inherited more than 340m2 of land in 2011, which was confiscated more than 128m2 to implement the project to upgrade Nguyen Phong Sac Street. At that time, Vinh City approved the compensation and site clearance support plan with a total amount of more than 1.6 billion VND. Not agreeing with the established compensation plan, Mr. Nguyen Sy Kien submitted a request to be granted an additional adjacent area.

According to Vinh City's policy, the Land Fund Development Center has developed a plan to resolve the compensation issue, including paying over VND897 million and exchanging an additional 60.5 square meters of adjacent land for Mr. Kien's family. The incident has lasted for more than 13 years, but Vinh City has not yet completed the procedures for exchanging land for Mr. Kien's family.
