Lam Dong: Focus on resolving problems related to compensation and site clearance for Son My I Industrial Park Project

Lam Dong Provincial People's Committee has just issued Notice No. 408/TB-UBND on the conclusion of Vice Chairman of the Provincial People's Committee Nguyen Hong Hai, at the meeting to listen to the progress report on the implementation of the Son My I Industrial Park Project.

After listening to the report of the Provincial Industrial Parks Management Board and representatives of departments, branches, sectors, and related units, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Hong Hai directed Branch of the Provincial Land Fund Development Center (PTQD) No. 1 and the People's Committee of Son My commune to send members to attend court sessions as summoned by the Provincial People's Court (PPC) for cases that enterprises have filed lawsuits in court, ensuring compliance with regulations; at the same time, continue to monitor, review, and provide full information, documents, and records of 6 organizations as requested by the PPC.

Assign Branch of the PTQD Center No. 1 to carefully review the legal compensation documents of households to continue completing the documents and invite compensation payments to households in the priority area of ​​375 hectares and 5 households in the resettlement area of ​​Son My Industrial Park (complete before October 30); coordinate with the People's Committee of Son My commune to issue a written report asking for opinions and instructions on implementing the compensation policy for cases where compensation decisions have been made but payment has not yet been made and cases of agricultural land interspersed in residential areas, send to the Department of Agriculture and Environment (NN-MT).

The Vice Chairman of Lam Dong province assigned Branch of the PTQD Center No. 1 to increase staff to speed up the compensation and site clearance work for the remaining area (694.43 hectares) to hand over the site to the investor of the industrial park to develop the project.

For the People's Committee of Son My commune, the Vice Chairman of the Provincial People's Committee assigned the task of coordinating with the consulting unit and related units to complete the work of determining specific land prices, compensation, support and resettlement plans to serve the compensation and site clearance work before November 15, 2025.

The Department of Agriculture and Environment promptly issued a document providing professional guidance to the People's Committee of Son My Commune and Branch of the Center for Land Acquisition and Clearance No. 1 in compensation and site clearance work; especially in implementing policies for cases where compensation decisions have been made but payment has not yet been made and cases of agricultural land interspersed in residential areas (in cases where regulations are unclear, it is necessary to seek guidance from the Ministry of Agriculture and Environment).

The Vice Chairman of the Provincial People's Committee assigned the Provincial Industrial Park Management Board to preside over and work with the People's Committee of Son My Commune and Branch of the Project Development Center No. 1 to carefully review and accurately determine the number of households and organizations that must carry out compensation and site clearance work to implement the project. From there, specifically classify groups of problems and difficulties in compensation costs during the implementation process to analyze and propose solutions (to be completed in October 2025);

Regularly monitor and urge the implementation of tasks of the above-mentioned departments, branches, sectors and localities; promptly report and advise the Provincial People's Committee to resolve difficulties and problems (if any) within its authority and according to legal regulations.

Lam Dong province also directed the investor (Son My I Industrial Park Infrastructure Investment, Construction and Business Joint Stock Company - IPOCO) to urgently carry out land procedures and complete the investment policy report for the raw water pipeline project to the industrial park fence, and submit it to the competent authority for consideration and decision by the end of October 2025.

At the same time, prepare sufficient funds and increase personnel to work with Branch of the Military Training Center No. 1 and the People's Committee of Son My commune to speed up compensation and site clearance work.

Implementing the above direction of Lam Dong Provincial People's Committee, according to the plan on October 30, Lam Dong Provincial Industrial Park Management Board will have a working session with the Branch of the Digital Development Center, Son My Commune People's Committee, the investor of Son My I Industrial Park... to unify data and propose solutions to handle difficulties and problems in compensation and clearance work at Son My I Industrial Park.

In another development of the case, at the trial of the lawsuit request of Dai Thuan Phat Trading Company Limited in the case of "0 VND" compensation for land at Son My I Industrial Park Project, the Trial Panel (HDXX) of Lam Dong Provincial People's Court, after 2 days of trial and prolonged deliberation, the Trial Panel announced to stop the sentencing to continue clarifying many contents and issues and will re-try later.
