The highlight of the draft is that for the first time, “innovation” is put on par with “ science and technology”, and Chapter IV is dedicated to a series of policies to support businesses investing in science, technology and innovation activities. Accordingly, businesses are allowed to set aside more for the Science, Technology and Innovation Development Fund, spend on related activities and have their expenses counted as tax deductible.
