On the morning of May 23, the Vietnam Fatherland Front Committee of Hanoi City held a Social Response Conference on 2 Draft Resolutions regulating measures to reduce plastic emissions in Hanoi and measures to support and provide incentives for waste recycling activities using the best available techniques in Hanoi (implementing Point D, Clause 2, Article 28 of the Law on the Capital).

At the conference, on behalf of the drafting agency, Deputy Director of the Department of Agriculture and Environment of Hanoi City Nguyen Minh Tan briefly presented the Proposal on the proposal to issue 2 resolutions on the above contents.
According to comrade Nguyen Minh Tan, the situation of waste in general and pollution caused by plastic waste in particular is increasingly serious, becoming one of the biggest challenges that countries have to face and seriously affecting human health and the living environment. Therefore, the development and promulgation of the above two resolutions are extremely necessary and highly practical.
In response to the conference, most opinions highly appreciated and approved the issuance of the two resolutions, demonstrating the responsibility of the capital's government as well as the city's autonomy on this issue.
However, delegates also requested that the drafting agency analyze more clearly the characteristics of waste sources and solid waste composition in Hanoi, including plastic waste.
Currently, the most pressing source of waste is domestic solid waste, mainly from residential areas. Therefore, the target of the resolution is the people, not businesses.

3R waste classification (reduce - reuse - recycle) must be the core measure, resources need to be focused on to do well the source classification and the main implementation subject is the people. Therefore, it is necessary to develop different approaches to source waste classification for households, apartment buildings, supermarkets...
Regarding the content of regulations on support and incentive measures for waste recycling activities using the best available techniques in the city, some delegates mentioned the phrase "best available techniques in the city" which could cause controversy during the process of technical and technological appraisal.
On the other hand, the regulation that the subjects of support are production and business establishments with revenue of over 10 billion VND/year or capital of over 3 billion VND may reduce the participation and contribution of enterprises and small production establishments...
There were 12 comments at the conference. Deputy Director of Hanoi Department of Agriculture and Environment Nguyen Minh Tan explained and clarified some of the delegates' opinions.
Concluding the conference, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Sy Truong requested the drafting agency to pay special attention to the feasibility and effectiveness of the regulation to completely ban the use of disposable plastic bags immediately because it could cause difficulties for people and businesses. In addition, there should be a clear roadmap, combined with support solutions, encouraging people to use alternative products; promote propaganda to help people change their consumption habits, raise awareness in environmental protection.
Comrade Nguyen Sy Truong also suggested that there should be clear regulations on the responsibilities of each entity and individual, and supplement the responsibilities of local authorities in implementing, inspecting, and handling violations in this field.
Regarding support mechanisms, the drafting agency needs to diversify support policies, not only focusing on large business groups, but also paying attention to small businesses, research units...
In addition, the drafting agency also needs to research and add consumers to the beneficiaries of incentives and support to encourage consumers to use recycled products, creating a sustainable circular economy .
