In the context of the world witnessing constant changes and fierce geopolitical competition, especially in the field of technology, Vietnam has affirmed its strong determination to make innovation and development of strategic technology industries a breakthrough focus for socio-economic development.
This was the consistent message at the Forum "Promoting innovation, developing strategic technology industries" held on October 2, within the framework of the National Innovation Day and the Vietnam International Innovation Exhibition 2025.
Under the chairmanship of the Ministry of Finance , the National Innovation Center (NIC) in collaboration with the World Bank and leading technology corporations (such as Qualcomm, Meta and the Global Green Growth Institute in Vietnam) co-organized the forum.
Investing in the nation's future
In his opening speech, Deputy Minister of Finance Nguyen Duc Tam emphasized that the forum has a particularly important meaning. This is an opportunity to exchange visions, share experiences and, more importantly, affirm Vietnam's determination to put innovation and promote strategic technology industries at the heart of the country's socio-economic development strategy.
As the agency managing finance, investment and advising on socio-economic development, the leaders of the Ministry of Finance affirmed the consistent view that investing in innovation and strategic technology is investing in the future of the nation.
“We are committed to continuing to coordinate with ministries and branches to advise the Government on perfecting mechanisms and policies to strongly encourage research, development and commercialization of new technologies; attract resources and create the most favorable conditions for technology enterprises and innovative startups,” Deputy Minister Tam emphasized.
Sharing the same view, Permanent Deputy Minister of Science and Technology Vu Hai Quan stated that the forum is an important milestone, affirming Vietnam's determination to build a self-reliant and highly competitive economy based on innovation. The discussion sessions have opened up many opportunities for practical cooperation, connecting domestic and foreign resources, contributing to bringing Vietnam to progress quickly and sustainably on the global technology map.

Building the semiconductor future
At the Forum, the World Bank released the report “Enabling Vietnam’s Semiconductor Future: Breakthroughs from Technology Talent and Innovation” – the first in-depth report by the World Bank on the topic of talent and innovation for Vietnam’s semiconductor industry.
Speaking at the forum, Ms. Mariam J. Sherman, World Bank Country Director for Vietnam, Cambodia and Laos, welcomed the Government's commitment to promoting science, technology and innovation as a new growth engine. She said Vietnam possesses many great advantages such as young and talented human resources, a solid macroeconomic foundation, a strategic location and a proven ability to learn and adapt.
What is needed now, according to Ms. Sherman, is a well-thought-out strategy – a formula known as the “three plus one” that includes: technology talent, innovation ecosystem and supply chain linkages, all tied together by the “+1” factor – a strong focus on a few select clusters of excellent innovation drivers.
The forum also witnessed specific commitments and initiatives from components in the innovation ecosystem, thereby clearly demonstrating the participation of all parties. Specifically, the World Bank published an in-depth report on the Vietnamese semiconductor industry. NIC and JICA, with strategic accompaniment from BCG, announced the AI Startup Accelerator Program - VietLeap Accelerator 2025. In addition, the world's leading technology corporations such as Qualcomm and Meta committed to promoting research and development (R&D) and developing the supply chain in Vietnam.
Japanese Ambassador to Vietnam, Mr. Ito Naoki, also expressed his commitment that Japan will continue to be a reliable partner in innovation and education and training with Vietnam, especially in the fields of artificial intelligence (AI), applying AI in socio-economic fields, all will join hands for the prosperity of Vietnam.
In particular, the forum also held a ceremony to announce initiatives to implement Resolution 57, initiated by NIC and 5 Innovation Networks and experts in the fields of artificial intelligence, semiconductors, cybersecurity, quantum, aerospace and UAVs.

Synchronize policies, converge resources
Summing up the forum, Deputy Prime Minister Nguyen Chi Dung assessed that the regional and world situation continues to evolve rapidly, complexly, and unpredictably with fierce competition for resources. He analyzed six major trends that are having a strong and profound impact on the fields of science and technology, innovation, and digital transformation, including increasing geostrategic competition, especially US-China competition in shaping technological trends; Increasing investment capital flows for science and technology and innovation; AI is developing rapidly and has a strong impact on the entire economy (expected to create more than 170 million new jobs and contribute about 5,000 billion USD to the world economy in the period 2026-2030); Science and technology activities and innovation are increasingly developing based on ecosystem platforms with close cooperation; Fierce competition for resources (human resources, data, computing capacity); And, governments are rapidly adjusting policies, promoting public-private partnerships to lead this sector.
“Vietnam is not out of that 'game,'” the Deputy Prime Minister emphasized, quoting General Secretary To Lam: Science and technology, innovation and digital transformation must be considered the “golden key”, the vital factor to overcome the middle-income trap and move towards the goal of becoming a developed country by 2045. The draft document of the 14th Party Congress also identifies science and technology and innovation as the top important breakthrough, the main driving force for the new development stage.

With the motto “if you want to go fast, go alone, if you want to go far, go together,” the Deputy Prime Minister pointed out that Vietnam needs to go faster, more decisively, and more boldly to shorten the gap with the world, while at the same time deeply integrating and strategically cooperating with leading economies, prestigious international organizations and technology corporations. Only by taking advantage of intelligence, resources, technology and global cooperation networks can Vietnam accelerate its development and gradually affirm its position on the world technology map.
To continue promoting achievements and realizing the aspiration to become a leading center of science, technology and innovation in the region and the world, the Deputy Prime Minister requested ministries, branches, localities, experts and partners at home and abroad to join hands to implement five tasks. Specifically, NIC continues to promote its core role; Ministries, branches and localities focus on removing bottlenecks; The network of innovation and strategic technology experts promotes its role as an "extended arm"; Technology corporations and international organizations continue to accompany; Subjects of the domestic innovation ecosystem rise up.
The Deputy Prime Minister expressed his belief that with the highest political determination of the entire system, the aspiration to rise of the innovation community and the support and companionship of international friends, Vietnam will turn its aspiration into reality, becoming a developed, independent, self-reliant and prosperous country in the 21st century, strongly spreading the spirit of innovation in the international arena./.
