On behalf of ISB, Ms. Viscalla Toledo Miralys Josefina, Vice President of the Institute, conveyed the greetings of ISB President Blanca Rosa Eekhout Gomez to the leaders of the Vietnam Union of Friendship Organizations , and highly appreciated the Memorandum of Understanding on cooperation signed between the two sides in May 2025.
Mr. Castillo Soto Angel Vladimir, Director of the Department of Strategic Studies and Analysis (ISB), affirmed that the people of the two countries are bound by deep historical ties, expressing the desire to turn cooperation commitments into concrete actions, especially in the fields of information exchange, organizing workshops, online conferences and preparing activities to celebrate the 5th anniversary of the establishment of ISB in conjunction with the 210th anniversary of the "Jamaica Letter" by National Hero Simón Bolívar. ISB also hopes to receive support from Vietnam in the process of ISB joining the World Peace Council.

Vice President of the Vietnam Union of Friendship Organizations Dong Huy Cuong expressed his thanks to the ISB delegation for visiting Vietnam and attending the important event of the country. He emphasized that the presence of international friends, including Venezuelan comrades, is a testament to the loyal solidarity that has been cultivated since the years of fighting for national independence. He affirmed that the Vietnamese people always support the Venezuelan people in overcoming current difficulties and challenges.
Regarding the proposal to join the World Peace Council, Mr. Dong Huy Cuong recalled the 22nd Congress of the Council held in Vietnam in 2022, in which the Vietnam Peace Committee - a member organization of the Vietnam Union of Friendship Organizations, was one of the founding members. "We 100% support ISB's joining the World Peace Council," he said.
Regarding research cooperation and information exchange, Mr. Dong Huy Cuong shared the experience of the Vietnam Union of Friendship Organizations in maintaining a regular newsletter channel sent to international partners, considering this an effective form to spread official information about Vietnam. He proposed that ISB study and apply a suitable model, and suggested that the two sides coordinate to organize online conferences and seminars, with the participation of the Venezuelan Embassy in Hanoi to increase the effectiveness of cooperation.

According to the signed Memorandum of Understanding, Mr. Dong Huy Cuong also conveyed the invitation of the leaders of the Vietnam Union of Friendship Organizations to the ISB President, inviting the ISB President to visit and work in Vietnam next year, considering this an important milestone in the relationship between the two organizations.
Speaking at the meeting, Associate Professor Dr. Nguyen Viet Thao emphasized that increasing the provision of official information helps the Vietnamese people better understand the reality in Venezuela, while contributing to strengthening solidarity between the two peoples.
