The Department of Agriculture and Environment of Ho Chi Minh City has just reported on the disbursement of public investment capital for projects assigned compensation capital in 2024 and 2025 (as of October 20, 2025) of Ho Chi Minh City.
Disbursement is 0
In 2024, Ho Chi Minh City has 157 projects assigned to disburse compensation capital totaling VND 29,342 billion. As of October 20, VND 20,545 billion (reaching more than 70%), with an average site handover rate of 81.2%.
Of which, 2 districts achieved a compensation, support and resettlement payment rate of 100%, 7 districts achieved 80% or more, and 8 districts had a rate below 80%.
Regarding the site handover rate of district compensation boards, 1 unit reached 100%, 10 units reached 80% and 6 units reached below 80%.
Previously, the City People's Committee directed that all compensation capital assigned in 2024 must be disbursed no later than June 20, 2025.
Therefore, the Department of Agriculture and Environment requests that units that have not yet achieved 100% of the disbursement rate in 2024 must achieve it by the end of 2025.
In 2025, the city will assign 17 district compensation boards a total compensation capital of VND25,150 billion for 121 projects. As of October 20, the total disbursed capital was VND19,978 billion (79.44%).
Of these, only 2 compensation boards achieved a 100% disbursement rate, while 15 compensation boards did not. It is worth mentioning that some district compensation boards (old) had very low disbursement rates such as District 12 (32.97%), District 10 (9.89%), Binh Thanh (0.22%), Tan Phu and Nha Be (0%).
Meanwhile, according to the direction of the City People's Committee, 100% of the capital must be disbursed by January 31, 2026. With the above results, 3 working groups of the city have conducted field inspections to promptly remove obstacles for the units.
Previously, on October 3, the Chairman of the Ho Chi Minh City People's Committee issued a decision to establish 3 working groups on public investment disbursement.
At the same time, the City People's Committee directed the heads of departments, branches, People's Committees of wards, communes, special zones and investors to thoroughly grasp the viewpoints that public investment disbursement is a very important political task, resolutely carry out compensation and site clearance for handover, and not let projects wait for site clearance.
Solving problems for large, key capital projects
In 2025, Ho Chi Minh City will have 34 large-capital projects (including many key projects) with a total capital to be disbursed in the year of VND 61,836 billion.
Typical projects include compensation, site clearance and resettlement to serve the investment in building the city's second ring road, from Phu Huu bridge to Vo Nguyen Giap street; upgrading and expanding National Highway 1; renovating and upgrading National Highway 22...
Of which, the old Ho Chi Minh City has 17 projects (with total capital of 36,969 billion VND), Ba Ria - Vung Tau has 12 projects (with total capital of 10,885 billion VND), Binh Duong has 5 projects (with total capital of 13,982 billion VND).
As of October 6, 2025, projects in the old Ho Chi Minh City, Ba Ria - Vung Tau and Binh Duong have disbursed 13.72%, 39.86% and 35.5% respectively.
For the list of 46 large-capital projects (according to the list of the Department of Finance on October 15, 2025), the 2025 public investment plan has allocated VND 52,490 billion. Of which, the expected capital disbursed for compensation and site clearance in 2025 is VND 45,485 billion.
Of these 46 projects, there are 30 projects (with the expected disbursement capital for compensation in 2025 being 24,597 billion VND) in the old Ho Chi Minh City area, 9 projects in Ba Ria - Vung Tau area (with the expected disbursement capital for compensation in 2025 being 5,750 billion VND), and 7 projects in Binh Duong area (with the expected disbursement capital for compensation in 2025 being 15,137 billion VND). Up to now, the disbursement rates by area have reached 79.15%, 27.56% and 17.93% respectively.
The Department of Agriculture and Environment recommends that for large capital projects in Ho Chi Minh City, it is necessary to focus on classifying problematic documents according to each specialized field to report and submit solutions according to prescribed authority.
At the same time, to ensure disbursement for projects assigned compensation capital in 2024 and 2025; the list of 34 projects and 46 key projects with large capital in 2025, the Department of Agriculture and Environment requests relevant departments, branches and project investors to focus on urgent implementation.
