The Ho Chi Minh City Department of Education and Training has just announced the fourth draft of regulations on extra teaching and learning in the city. This draft still stipulates that principals manage teachers who teach extra outside of school, but removes the prohibition on extra teaching after 8:00 p.m.
According to the draft, the principal is responsible for organizing extra-curricular teaching and learning activities in the school in accordance with the regulations of the Ministry of Education and Training ; managing the school's teachers when they participate in extra-curricular teaching outside the school; coordinating the monitoring and inspection of extra-curricular teaching activities of teachers under their management; being responsible to superior agencies for the organization and quality of extra-curricular teaching and learning in the school; and at the same time handling or recommending competent agencies to handle related violations.
For tutoring facilities, the Ho Chi Minh City Department of Education and Training requires that before organizing tutoring, they must report to local education management agencies about the list of tutoring classes; timetable of tutoring classes; list of tutors; tuition fees, etc.
The tutoring facility must fully update information on the tutoring and learning management software system of the Department of Education and Training; Ensure the material facilities for tutoring, comply with current legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting, etc.
Regarding state management agencies, the draft stipulates that the Department of Education and Training of Ho Chi Minh City is responsible for advising the City People's Committee to arrange the budget for extra teaching and learning activities in schools; manage all extra teaching and learning activities of organizations and individuals under its management; coordinate with relevant units to conduct inspections, checks, and handle violations according to their authority; and at the same time, build a common database system to manage extra teaching and learning activities throughout the city.
The draft also assigns the People's Committees at the commune and ward levels the responsibility of managing extra teaching and learning activities of schools, organizations and individuals in the area; checking compliance with relevant regulations; handling or recommending competent authorities to handle violations.
At the same time, the People's Committees of communes and wards must coordinate with functional units to organize periodic inspections of extra teaching and learning activities and take timely corrective measures when violations are detected.
Remove the clause prohibiting extra classes after 8:00 p.m.
It is worth noting that the fourth draft of the Department of Education and Training of Ho Chi Minh City no longer has the provision prohibiting tutoring after 8:00 p.m. as in the previous draft. Previously, this provision had caused controversy in many circles and sectors. Many people supported the ban on tutoring after 8:00 p.m. to protect students' health, but many others opposed it, arguing that it violated students' freedom of learning.
Ho Chi Minh City currently has about 3,000 teachers registered to teach extra classes at 1,300 centers, all of which are publicly available on the teaching and learning management software of the Ho Chi Minh City Department of Education and Training at https://dtht.hcm.edu.vn .
