Speaking at the opening ceremony of the Vietnam-Korea Digital Forum 2025, themed "From Industry-Specific AI to Inclusive AI - Building a Shared Future," Deputy Minister of Science and Technology Hoang Minh emphasized the vital role of artificial intelligence in the country's development.

According to Mr. Hoang Minh, AI is no longer a standalone technology but is becoming a national infrastructure that requires systematic investment. Vietnam aims to build a supercomputing center and a shared open data system to support AI development.
"AI is moving beyond the realm of applied technology to become a strategic infrastructure, just like electricity, telecommunications, or the Internet. Any nation that masters AI will hold a significant advantage in manufacturing, business, healthcare, education , governance, and even defense," Mr. Hoang Minh affirmed.
The Deputy Minister stated that Vietnam's AI strategy goes beyond simply developing technology; it also aims to create a market to nurture the domestic business ecosystem.
The government will increase public spending on AI, particularly through the National Technology Innovation Fund (NATIF), with at least 40% of the budget allocated to supporting applications and providing discount vouchers for small and medium-sized enterprises.
He also highlighted Vietnam's advantage with its young, dynamic, and tech-savvy population. Coupled with the ambitious goals set by the Party and State, Vietnam has all the necessary conditions for rapid development in this field.
Factors such as computing infrastructure, the data ecosystem, Make in Vietnam businesses, the startup community, and a young generation passionate about technology will be important driving forces.

Alongside the opportunities for development, the Deputy Minister also warned about the risks associated with AI, particularly those related to ethics, employment, and social trust.
He emphasized the need to develop AI in a humane direction: "AI must serve humanity, not replace humans. AI should be seen as a tool to support decision-making, not to replace human thinking, values, or responsibilities."
The three pillars of science and technology, innovation, and digital transformation are identified as a synergistic ecosystem, playing a key role in the national development strategy.
According to the Deputy Minister, this is a golden opportunity for Vietnam to leverage the AI wave as a breakthrough development opportunity. From a country that once missed out due to war, Vietnam has now risen to become the 32nd largest economy in the world, with all the conditions to aim for the goal of becoming a high-income developed country, if it knows how to focus resources on a comprehensive AI strategy.
South Korea expects to expand technological cooperation with Vietnam.
The Chairman of the Korea National Information Technology Industry Promotion Agency, Park Yun Gyu, expressed regret at not being able to attend in person due to his schedule at the Korean National Assembly. Nevertheless, the message conveyed demonstrated a strong commitment to cooperation between the two countries in the field of digital technology.
He stated that the Vietnam-Korea Digital Forum has entered its fifth year and continues to be an important platform in the digital innovation journey of both countries.
This year's theme is considered relevant to current development trends, as both South Korea and Vietnam are moving towards technology that serves humanity.
According to Park Yun Gyu, South Korea is currently pursuing two parallel approaches: specialized AI for industrial environments and holistic, human-centered AI. This strategy aims to create a society where all citizens can benefit from AI.
"South Korea is accelerating the development of a comprehensive AI ecosystem, encompassing semiconductor chips, cloud data, computing infrastructure, and related services, with the goal of becoming one of the world's top three AI powers," Park expressed his expectations.
Mr. Park also affirmed that South Korea is ready to share the results and lessons learned from its AI development strategy with like-minded countries. Among them, Vietnam has emerged as a new AI innovation hub in Southeast Asia, thanks to its rapid digital market development and a young, highly potential workforce.
Extending his congratulations on the event, the Ambassador Extraordinary and Plenipotentiary of South Korea to Vietnam, Mr. Choi Young Sam, highly appreciated the special significance of the Forum as it coincided with Vietnam's International Digital Week.

The ambassador stated that Vietnam is implementing several important policies, such as the Digital Technology Law enacted in June and the inauguration of the first National Data Center in Hoa Lac last August.
Conversely, South Korea is also accelerating the development of world-class AI models and enacted the Basic Law on AI in January of this year.
Against this backdrop, he believes that this year's Forum is of practical significance, creating a foundation for the two countries to develop together in the AI era.
He emphasized the importance of cooperating to build essential digital infrastructure such as next-generation networks and AI data centers, and integrating technology into the supply chains between the two countries to enhance competitiveness in the international market.
The AI translation app is impressive.
Beyond being a platform for connecting policies and businesses, the Vietnam-Korea Digital Forum 2025 also provides opportunities for Vietnamese youth to access new technologies.
Attending an international technology forum for the first time, Dao Ngoc Duc, a final-year student majoring in Robotics Engineering at the Vietnam National University of Technology, couldn't hide his excitement.

Duc shared that he learned about the program through a lecturer's recommendation and decided to participate to learn more about the practical applications of AI.
“Today’s event was very professionally organized, everything was very well-organized. I’ve attended several bilingual events in English and Japanese before, but today’s event particularly impressed me because, in addition to simultaneous interpreting, the program also had a live translation app from Korean to Vietnamese. The app translated quite accurately and helped me a lot in understanding and following the information.”
Germany argues that such applications demonstrate that AI has become integrated into daily life, delivering clear practical value.
This student hopes that more similar forums will emerge to spread knowledge about AI and open up opportunities for young people to pursue this field.
The Korea-Vietnam Digital Forum 2025, themed “From Specialized AI to Inclusive AI – A Shared Future,” is an annual event aimed at promoting digital cooperation between the two countries.
The program is jointly organized by the Ministry of Science and Technology of Vietnam and the Ministry of Information and Communication Technology of Korea. The National Information Technology Industry Promotion Agency (NIPA) of Korea is the implementing agency, with sponsorship from the Korean Embassy in Vietnam, the Korea Tourism Organization, and the Korea Creative Content Promotion Agency.
The event will take place on October 29, 2025 in Hanoi. The forum includes symposia, exhibitions of Vietnamese and Korean ICT businesses, and business networking meetings between companies from both countries.
