Promoting open AI, building national intellectual infrastructure "Make in Vietnam"
Speaking at the opening ceremony of the Vietnam - Korea Digital Forum 2025 with the theme "From industry-specific AI to inclusive AI - Creating the future together", Deputy Minister of Science and Technology Hoang Minh emphasized the vital role of artificial intelligence in the country's development.

According to Mr. Hoang Minh, AI is no longer a single technology but is becoming a national infrastructure that needs systematic investment. Vietnam aims to build a supercomputing center and a shared open data system to support AI development.
“AI is going beyond the framework of an applied technology to become a strategic infrastructure, like electricity, telecommunications or the Internet. Any country that masters AI will hold a superior advantage in production, business, healthcare, education , administration and even defense,” Mr. Hoang Minh affirmed.
The Deputy Minister said that Vietnam's AI strategy does not only stop at developing technology but also creates a market to nurture a domestic business ecosystem.
The government will increase public spending on AI, especially through the National Technology Innovation Fund (NATIF), with at least 40% of the budget dedicated to supporting applications and providing vouchers for small and medium-sized enterprises.
He also highlighted Vietnam's advantages with a young, dynamic and technology-savvy population. Along with the big goals set by the Party and State, Vietnam has all the conditions to develop rapidly in this field.
Factors such as computing infrastructure, data ecosystem, Make in Vietnam businesses, startup community and young generation passionate about technology will be important driving forces.

Besides development opportunities, the Deputy Minister also warned about the risks associated with AI, especially issues related to ethics, employment and social trust.
He emphasized the need to develop AI in a humane direction: “AI must serve humans, not replace humans. AI should be seen as a tool to support decision-making, not replace human thinking, values or responsibilities.”
The three pillars of science and technology, innovation and digital transformation are identified as a resonant ecosystem, playing a key role in the national development strategy.
According to the Deputy Minister, this is a golden time for Vietnam to take advantage of the AI wave as an opportunity for breakthrough development. From a country that missed a step due to war, Vietnam has now risen to become the 32nd largest economy in the world, with all the conditions to move towards the goal of a high-income developed country, if it knows how to focus resources on a comprehensive AI strategy.
South Korea hopes to expand technological cooperation with Vietnam
Park Yun Gyu, Chairman of the National ICT Industry Promotion Agency of Korea, expressed regret that he could not attend in person due to his schedule at the Korean National Assembly. However, the message conveyed showed the strong determination to cooperate between the two countries in the field of digital technology.
He said that the Vietnam - Korea Digital Forum has entered its 5th year and continues to be an important foundation in the digital innovation journey of both countries.
This year's theme is considered suitable for the current development trend, when both Korea and Vietnam are moving towards technology serving people.
According to Mr. Park Yun Gyu, Korea is currently implementing two parallel approaches: specialized AI for industrial environments and comprehensive AI with human-centered. This strategy aims to create a society where everyone can benefit from AI.
“Korea is pushing to build a comprehensive AI ecosystem, including semiconductor chips, cloud data, computing infrastructure and related services, with the goal of becoming one of the world's top three AI powers,” Mr. Park expressed his hope.
Mr. Park also affirmed that Korea is ready to share the results and lessons from its AI development strategy with like-minded countries. Among them, Vietnam has emerged as a new AI innovation center in Southeast Asia, thanks to its rapid digital market development and young, potential human resources.
Also sending congratulations to the event, Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to Vietnam, Mr. Choi Young Sam, highly appreciated the special significance of the Forum when it was held coinciding with Vietnam International Digital Week.

The Ambassador said that Vietnam is implementing many important policies such as the Law on Digital Technology issued in June and the National Data Center No. 1 in Hoa Lac inaugurated last August.
On the other hand, South Korea is also promoting the development of world-class AI models and has issued the AI Basic Law since January this year.
In that context, he said that this year's Forum has practical significance, creating a foundation for the two countries to develop together in the AI era.
He stressed the importance of cooperation in building essential digital infrastructure such as next-generation networks and AI data centers, and integrating technology into the supply chain between the two countries to enhance competitiveness in the international market.
Impressive AI translation app
Not only a place to connect policies and businesses, the Vietnam - Korea Digital Forum 2025 also brings opportunities to access new technology for Vietnamese youth.
Attending an international technology forum for the first time, Dao Ngoc Duc, a senior student majoring in Robotics Engineering at the National University of Technology, could not hide his excitement.

Duc shared that he learned about the program through the lecturer's introduction and decided to join to learn more about the practical applications of AI:
“Today’s event was very professionally organized, everything was very neat. I had previously participated in a number of bilingual events in English and Japanese, but today’s event made a special impression on me because in addition to cabin translation, the program also had an application that translated directly from Korean to Vietnamese. The translation application was quite accurate and helped me a lot in grasping and following up on information.”
Duc believes that such applications are proof that AI has entered life, bringing clear practical value.
This student hopes that there will be more similar forums to spread knowledge about AI, while opening up access opportunities for young people pursuing this field.
The Korea-Vietnam Digital Forum 2025 with the theme “From Specialized AI to All-Inclusive AI - Open Future Together” is an annual event to promote digital cooperation between the two countries.
The program is co-organized by the Ministry of Science and Technology of Vietnam and the Ministry of Science and Information Technology of Korea. The National Information Technology Industry Promotion Agency of Korea (NIPA) is the implementing agency, with funding from the Embassy of Korea in Vietnam, the Korea Tourism Organization and the Korea Creative Content Promotion Agency.
The event takes place on October 29, 2025 in Hanoi. The forum includes seminars, exhibitions of Vietnamese - Korean ICT enterprises and business connection meetings between enterprises of the two countries.
