On June 27, in Hanoi, the Vietnam Association of Software and Information Technology Services (VINASA); Hanoi Department of Information and Communications signed a memorandum of understanding on cooperation in developing digital technology enterprises in Hanoi for the period 2024 - 2025 with the goal of forming 10,000 digital technology enterprises; 10 groups of digital technology products are key industrial products of Hanoi city and incubating 10 innovative digital technology startups capable of providing the market with digital technology products and services serving the development of digital government, digital economy and digital society of the city.
The signing ceremony took place within the framework of the Conference to deploy the "Plan to develop Vietnamese digital technology enterprises in Hanoi until 2025" and to sign cooperation programs on developing the information technology industry.
Ms. Nguyen Thi Thu Giang, Vice President and General Secretary of VINASA and Mr. Nguyen Viet Hung, Director of the Department of Information and Communications of Hanoi City represented the signing in the presence of Mr. Bui Hoang Phuong, Deputy Minister of Information and Communications , Mr. Nguyen Van Khoa, Chairman of VINASA, along with agencies, units of the city and technology enterprises in the city.

Accordingly, the two units aim at the following cooperation contents: Building and implementing mechanisms, policies, programs, and plans for the development of digital technology enterprises in Hanoi. Surveying and evaluating the development of digital technology enterprises to serve the state management of the city; Encouraging enterprises to proactively research and develop digital technology products and commit to registering them as key industrial products of Hanoi in the period of 2024 - 2025 to serve the development of digital government, digital economy and digital society of the city.
At the same time, organize and implement activities to promote the development of enterprises and digital technology products and services in Hanoi, focusing on: promoting investment, attracting investment in digital technology, semiconductor chips; organizing trade promotion activities for digital technology products and services of digital technology enterprises to domestic and foreign markets; organizing events to promote and connect digital technology enterprises to participate in the digital transformation process of industries/fields; training and deploying new technologies, innovations, digital transformation frameworks for enterprises in the city; and promoting digital transformation in areas that the city prioritizes for development.
At the event, Mr. Nguyen Van Khoa, Chairman of VINASA, representing the digital technology business community, made a number of recommendations: Hanoi needs to focus on building a policy environment and infrastructure that is favorable for businesses, avoiding the situation of "above the flowers, below the nails". At the same time, there needs to be specific programs and strategies to create favorable conditions for businesses to research, develop, attract investment in the semiconductor industry, digital - green transformation, and especially AI technology.
At the same time, Hanoi needs to have a breakthrough mindset, boldly place orders for big problems in developing the digital economy, digital society, exploiting available digital data, and being ready to use the existing digital platforms of digital technology enterprises. Hanoi will become a "midwife" for digital technology enterprises and digital technology startups to develop.

“VINASA is ready to devote all its efforts to accompany Hanoi to advise and develop breakthrough and suitable policies; mobilize business forces to solve Hanoi's major problems in digital transformation - green transformation; build and implement image promotion programs, promote domestic and international markets for Hanoi's digital technology enterprises, attract international investment in Hanoi's IT and semiconductor industries" - Mr. Nguyen Van Khoa affirmed.
Also within the framework of the Conference program, the Hanoi Information Technology and Communications Training and Consulting Center under the Hanoi Department of Information and Communications also signed the "Coordination Program to develop the Hanoi City Innovative IT Business Incubator for the period 2024-2025" with organizations and enterprises to implement the goals and tasks assigned by the City People's Committee to the Hanoi City Innovative IT Business Incubator in the Plan "Developing Vietnamese digital technology enterprises in Hanoi by 2025"./.
