The agreement aims at sustainable development and improving the quality of life of the Congolese people.
According to the MOU, the two sides will coordinate to research and develop a riverside metropolis project on a land area of about 6,300 hectares, converting more than 300,000 gasoline vehicles to electric vehicles; establishing an electric bus system and charging station infrastructure.
The mega-urban project is strategically located in the capital's expansion plan, located between the south bank of the Congo River and north of N'djii International Airport. The large-scale, complex project includes houses, villas, apartments, hospitals, schools, shopping centers, hotels, entertainment areas, future government agencies and ministries.

The project's goal is to develop a modern urban center that contributes to improving the quality of life, changing the urban landscape, becoming a tourist destination as well as a new development symbol of Kinshasa. The city will allocate land for the project to Vingroup free of charge.
In addition to the real estate sector, the two sides also agreed to expand cooperation in green transport projects, including the development of electric bus systems, electric taxis and charging station infrastructure operated by VinFast and GSM.
VinFast will provide suitable vehicle models for Kinshasa's plan to gradually replace more than 300,000 fossil fuel vehicles with electric vehicles, while also researching the supply of VinFast electric buses and supporting the construction and operation of bus rapid transit (BRT) routes. Kinshasa is committed to supporting land for the construction of charging station infrastructure, in order to promote the green transition process for the entire city.
Speaking at the signing ceremony, Mr. Daniel Bumba Lubaki, Governor of Kinshasa City, emphasized: “We welcome the presence of Vingroup in Kinshasa. We have witnessed the impressive achievements that Vingroup has achieved in Vietnam and many other countries around the world.
With extensive international experience in urban, housing and infrastructure development, we believe that the cooperation between the two sides will open an important turning point, contributing to creating a more civilized, modern and sustainable urban appearance for the people of Kinshasa."
Ms. Le Thi Thu Thuy, Vice President of Vingroup, shared: “Vingroup is pleased to accompany the Kinshasa City Government in its mission to improve the quality of life of its people. With experience in developing a series of international metropolises and building an electrified transportation network, we believe we will contribute to changing the urban landscape and promoting sustainable development in the capital and the country of Congo.”
