According to Mr. Lu Quang Ngoi - Chairman of Vinh Long Provincial People's Committee - implementing the Government's direction, in 2024 and 2025, Vinh Long province must provide 5 million m³ of sand for the construction of the expressway project and 1.4 million m³ for the Ho Chi Minh City Ring Road 3 project (of which 0.7 million m³ in 2024).
At the same time, in 2024, to serve projects in the province using state budget capital, Vinh Long province needs about 7.3 million m3 of sand for filling. However, currently, sand mines in the province only meet about 2.15 million m3, so there is a shortage of about 5.15 million m3.
According to the Chairman of Vinh Long Provincial People's Committee, Cuu Long Concrete Joint Stock Company is currently completing procedures to be granted a license to extend the exploitation of sand fill mine (sand mine MS01) on the Hau River in Phong Nam and An Lac Tay communes, Ke Sach district (Soc Trang province) with an exploration volume of over 1.5 million m³ of sand and will be granted a license for over 1.1 million m³ of sand exploitation in 4 years (with a capacity of 295,000 m³/year).
The Chairman of Vinh Long Provincial People's Committee hopes that Soc Trang province will grant the Company a license to exploit the entire mine reserves to serve the projects of Vinh Long province.
"If approved by the People's Committee of Soc Trang province to support all this sand source for the province to complete the progress of the projects, it will contribute to socio-economic development and achieve the targets of the Provincial Party Resolution," said Mr. Ngoi.
Regarding the sand resources in Soc Trang province, Mr. Ngo Thai Chan - Director of the Department of Natural Resources and Environment of Soc Trang province - said that the province has 2 sand mines whose exploitation licenses have expired and are being requested to be extended. The remaining 5 mines have handed over sand mine documents to 4 construction contractors to prepare documents and exploitation procedures according to the special mechanism serving Component Project 4 of the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project Phase 1.
Regarding sea sand, zone B1 of Soc Trang province has reserves of level 333 and level 222 reaching 680 million m³; of which level 222 resources are 145 million m³, which can meet the demand for construction materials, filling for infrastructure development, and construction of highways in the Mekong Delta region.
Mr. Chan said that the People's Committee of Soc Trang province has confirmed 2 sea sand mines for VNCN E&C Construction and Engineering Investment Joint Stock Company with an exploitable reserve of more than 5.4 million m³ and the contractor held a groundbreaking ceremony on June 29 and is implementing a plan to proceed with exploitation.
Speaking at the meeting, Mr. Tran Van Lau - Chairman of Soc Trang Provincial People's Committee - shared about the shortage of sand for filling in Vinh Long province.
"Soc Trang province also really wants to support Vinh Long with sea sand resources but is facing difficulties with the mechanism. Because according to Resolution 106 of the National Assembly on special mechanisms, it only applies to 21 key national projects. Projects in the province that do not have key projects passing through cannot apply the special mechanism," said Mr. Lau.
Regarding the sharing of river sand resources, the leaders of Soc Trang Provincial People's Committee acknowledged the recommendations of Vinh Long Province and assigned relevant departments and branches to conduct research; review the legal basis and sand mine reserves; and commit to support Vinh Long in the form of commerce.
