VPUB - Determined to complete the goal of implementing the National Target Programs for the period 2021-2025

Dienbien.gov.vn - On the morning of April 10, the Provincial People's Committee held a meeting of the Steering Committee (SC) for the National Target Programs (NTPs) for the period 2021-2025. Chairing the meeting was comrade Le Thanh Do - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of the Provincial People's Committee.

At the meeting, the Department of Finance - the Standing agency of the Steering Committee reported on the implementation of 03 National Target Programs, period 2021-2025. Accordingly, the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas, period 2021-2025 was allocated over 3,713 billion VND, disbursed over 2,205 billion VND. The National Target Program on Sustainable Poverty Reduction was allocated nearly 2,280 billion VND, disbursed over 1,554 billion VND. The National Target Program on New Rural Development was allocated over 744 billion VND, disbursed nearly 399 billion VND.

After more than 3 years of implementing the National Target Programs, from 2022-2024 and the first 3 months of 2025, with the participation of the entire political system and the solidarity of the people of all ethnic groups in the province, the Program has achieved positive results, the quality of life of the people is gradually improving, infrastructure is gradually being invested synchronously to serve life, support production and economic development. The poverty rate decreased from 34.09% in 2021 to 21.29% in 2024 (reaching 4.39%), exceeding the set target. There are 26/115 communes meeting new rural standards, accounting for 22.61% of the total number of communes, an increase of 05 communes compared to 2021; the average number of criteria is 14.74 criteria/commune; Completed 12/17 main targets of the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas; the fields of health, education and training, and science and technology achieved many remarkable results.

However, in addition to the achieved results, up to now, all 3 Programs have contents that have not been achieved compared to the goals, targets, and tasks assigned by the Central Government and the province's plan set out by the end of 2025. The disbursement rate has changed, but is still low and has not met the requirements.

During the discussion at the meeting, delegates participated, commented, supplemented, and analyzed to clarify the results achieved, as well as pointed out existing difficulties, limitations, and causes in the implementation process. From there, proposed tasks and solutions in the coming time, determined to strive to complete the goals, targets, and tasks set by the province.

Speaking at the meeting, Comrade Le Thanh Do - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, acknowledged and highly appreciated the efforts of agencies, units and localities in the past time. At the same time, emphasizing the tasks in the coming time, agencies, departments and localities, in addition to perfecting and arranging the organizational apparatus and administrative units. People's Committees of districts, towns and cities, departments and branches (investors of projects) continue to focus on urging, strengthening inspection and supervision to speed up the construction progress of works and projects to soon complete, put into operation, maximize investment efficiency; at the same time, complete documents and immediately disburse capital when meeting the prescribed conditions. Strive to completely complete works and projects before the 2-level government organization model comes into operation. There is not much time left in the year, so making recommendations and waiting for competent authorities to resolve recommendations to remove difficulties and obstacles will not be enough time to organize implementation and disburse capital. The Chairman of the Provincial People's Committee requested that agencies, units and localities need to be more proactive, flexible and decisive in reviewing, selecting and deciding on implementation content to be most effective and feasible, shortening the implementation time as much as possible and completing the task as quickly as possible. The Department of Finance, together with units and localities, reviewed and calculated the specific disbursement plan roadmap for each project that the Central Government allowed to extend the disbursement time of previous years to 2025 to ensure disbursement progress.

Regarding the New Rural Program, Dien Bien district will soon complete the procedures for recognizing model New Rural communes and advanced New Rural communes; districts with “white” New Rural communes will continue to focus on directing to achieve the highest goals for the 2021-2025 period.

The leader of the Department of Agriculture and Environment reported on the application for recognition of Muong Lay town as a new rural area in 2024.

At the meeting, 100% of the delegates attending the meeting agreed to recognize Muong Lay town as having completed the task of building a new countryside in 2024. Based on the results of discussions, comments and votes of the delegates of the Provincial Steering Committee, the Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to coordinate with the People's Committee of Muong Lay town to complete the contents of consultation for the Provincial People's Committee to report to the competent authority for the policy and submit the dossier to the Ministry of Agriculture and Environment (Central Office for Coordination of New Rural Areas) for appraisal./.
