The case of the hui owner taking over 117 billion VND, the actual number of victims is still many.

The amount of money that defendant Lai defrauded was more than 117 billion VND, but in reality this number is even larger because some people who bought flowers did not file a complaint.

According to the indictment, Le Thi Lai (born 1964, residing in Tuyen Quang commune, Lam Dong ) organized the game of Hue with many people and acted as the main player since 2005. At first, the number of participants was small, so Le Thi Lai collected money and paid the Hue in full, so from then on, the players trusted her and participated in more and more numbers.

From 2017 onwards, based on the number of people registering to play the game, Lai opened many game lines at the same time but due to the inability to balance the collection and payment of the game fees, it led to a cash flow deficit.

The jury summoned many victims in the case.

To get money, Le Thi Lai set up many new flower chains. Because she believed that Le Thi Lai had organized flower games for many years and saw that the form of playing the last game was profitable, many people joined the flower chains owned by Lai. To get money to pay the last game players and the deficit, Le Thi Lai gave false information about the flower chains.

Just counting the flower chain opened on November 5, 2020 (flower type 1,000,000 VND/1 portion/month), Lai has appropriated from 203 people a total of more than 117 billion VND. Among the victims, Ms. NTT (residing in Phan Thiet ward, Lam Dong province) was appropriated the largest amount of money, up to more than 8.2 billion VND.

During the investigation, the police seized 32 books showing the process of playing flowers of Le Thi Lai and the players. Notably, the police determined that many people had bought flowers from Le Thi Lai but had not filed a complaint.

Because Le Thi Lai's mortgage book only recorded her nickname, not her full name or specific address, and Lai could not determine their identity, the police have not been able to contact these people to determine the amount of money.

To find these flower players, on November 18, 2024, the Investigation Police Agency of Binh Thuan Province (old) requested Ham My Commune Radio Station (old) to broadcast a notice to find victims within 1 week (from November 19 to 22, 2024), but up to now, the remaining people who participated in buying flowers (flower robes) have not come to contact to work.

During the process of working with the police, Le Thi Lai confessed about the amount of money she had collected from these flower buyers, but because she could not compare the amount of money between them and Lai, there was no basis to determine the exact amount of money Lai had appropriated. Therefore, there was not enough basis to hold Lai criminally responsible for the amount of money she had appropriated from the remaining people.

The trial is still ongoing. During the trial, if there is any complaint from the victim, the authorities will continue to consider and handle it.
