The incident of a cannonball "misfiring" into the audience in Hue: Can't learn from experience while doing something

On May 10, the Department of Culture and Sports of Hue City reported to the People's Committee of Hue City regarding the incident of a cannon that "misfired" and fell into an area with a large audience at the Hue Flag Tower on the evening of May 3.

According to the report, the cannon fire show was organized by the Hue Monuments Conservation Center and performed by Viet Giang Company. The type of firework used was the “F30 dark yellow or red Z-shaped fire dragon array”, belonging to the “Fire tube” group, manufactured by 21 Chemical Company Limited. This type of firework does not belong to the group of explosives or fireworks.

However, during the test firing at Hue Flag Tower, some fireworks went off course, were in a state of red fire and fell into a crowded area near Phu Van Lau. The incident caused the audience, including many children, to panic and run away in the smoke and explosion, creating a chaotic situation and posing a serious safety risk.

Hue City Department of Culture and Sports assessed: "This event, which was supposed to honor tradition, turned into a dangerous situation, causing panic among residents and tourists."

From this incident, the Department requested the Hue Monuments Conservation Center to urgently review the entire program organization process, from technical preparation to audience flow plan. Coordinating units need to ensure that staff and technicians are properly trained, have a firm grasp of safety procedures, and closely coordinate with authorities before implementation.

Notably, the document clearly states: "It is impossible to continue operating large-scale activities with the mindset of 'doing and learning from experience'."

At the same time, the organizing unit must provide documents proving the origin and technical characteristics of the fireworks used in the program to serve the verification work of Hue City Police.

The center has restarted the cannon simulation firing activity since April 26, scheduled to be held periodically at 7:15 p.m. every Saturday. The program uses a new type of firework that is introduced as environmentally friendly and smokeless, aiming to highlight the cultural space of the ancient capital.

However, only in the second time it was organized, on the evening of May 3, a serious incident occurred when the cannon crossed Ho Thanh Hao and fell into the Phu Van Lau area - where many people gathered.

Fortunately, the incident did not cause any injuries. However, the image of people fleeing the dangerous area has created a strong reaction from public opinion. Many press agencies, including SGGP Newspaper, have promptly reported the incident. The Department of Grassroots Culture, Family and Libraries (Ministry of Culture, Sports and Tourism) has also issued a document requesting inspection, verification and handling according to its authority.
