'The incident is very serious and unacceptable'

Speaking to the press at the regular Government press conference in November held on the afternoon of December 6, Deputy Minister of Education and Training Hoang Minh Son said that after the incident in Tuyen Quang of a student forcing a female teacher against the wall and swearing, the ministry had issued a document requesting the province to direct the verification and clarification of the incident.

According to Mr. Son, this is "a very serious and unacceptable matter." The People's Committee of Tuyen Quang province has also directed the Department of Education and Training and the school to clarify the cause and responsibility of the relevant parties.

"We are very upset about the incident, but we must find out the cause, objectively and thoroughly understand the incident, and then take strict measures to handle it. If the responsibility is related to teachers, schools, or students or groups, we must have immediate solutions to handle it and learn from the experience," said the Deputy Minister of Education and Training.

According to Mr. Son, before this incident, there were several other incidents that had "similar phenomena", all related to school violence. Regarding the handling measures, the leader of the Ministry of Education and Training said that the disciplinary measures for students are only for specific incidents. The long-term solution is to educate the students as well as review the teaching staff.

"We respect teachers very much, but we have to review the teaching staff, from the training process, to evaluate their expertise, qualities, and skills in the teaching process. Teachers are not only teachers of one subject but also homeroom teachers and teachers in the school; the capacity and skills of each teacher need to be reviewed and evaluated," said Mr. Son.

In addition, we will review and evaluate the effectiveness of teaching and learning, and strengthen moral education. For schools, we must regularly monitor and evaluate. Letting such an incident happen can lead to many consequences, so we must detect the underlying cause early to prevent it early. Consider the teacher-student relationship, the student relationship in the class, the student's psychological development, school management, and class management.

On the parents’ side, the leaders of the Ministry of Education and Training also suggested that education should not only be in schools but also be the responsibility of parents, which is also the responsibility of the whole society. Although violence occurs in schools, it is also a phenomenon of the whole society.

According to Deputy Minister Son, if traffic culture, behavioral culture, and cyber culture are all done well, it is important that they will have an impact on students in general. The Ministry of Education and Training will strengthen guidance and direction for localities and educational institutions to do a good job of training and fostering teachers, teaching programs, and ethical thinking... Cannot ban extra classes

Regarding the proposal to make tutoring a conditional business, Deputy Minister Hoang Minh Son said that this proposal is not new, and that the Investment Law previously stipulated that this was one of the conditional business lines. However, the law later removed tutoring from the list of conditional businesses.

"Extra tutoring and extra learning cannot be banned because there is no document prohibiting it. Many issues have been raised that concern the public and parents. Where do their children study, how, and what are the tuition fees?", Mr. Son stated.

Therefore, it is necessary to include tutoring in the conditional business sector so that ministries, branches and localities can manage it, ensure quality and the rights of learners as well as the rights of teachers.

In the near future, the Ministry of Education and Training will amend the circular on management of extra teaching as a conditional business line, which stipulates the time for extra teaching and when extra teaching is allowed.
