The Commune People's Committee requested departments, offices, units and village management boards to urgently coordinate and implement the "four on-site" motto - on-site command, on-site forces, on-site means, on-site logistics - to be ready to respond when the storm makes landfall. At the same time, assign specific tasks to each member of the Civil Defense Command Committee in charge of the villages to directly inspect, direct and support people in strengthening their houses and evacuating people from areas at risk of landslides and flooding.

The Commune People's Committee coordinated with the Ca Na Port Border Guard Station to inspect and review all ships and boats operating at sea, and guide fishermen to safe anchorage areas. At the same time, the Ca Na Salt Enterprise was required to urgently dredge flood drainage ditches; the Commune Health Station prepared necessary medicines and medical supplies for rescue work. The Commune People's Committee also issued a Notice to proactively respond to storm No. 13, calling on "Each person - each family is a safe post against storms; each community - each hamlet is a strong defense zone"; emphasizing the spirit of proactiveness, calmness and solidarity in responding to natural disasters.

Currently, the whole commune is on duty 24/7, mobilizing militia, police, organizations and vehicles to be ready to respond and ensure the safety of people and property when storm Kalmaegi makes landfall.
