Hai Ninh Commune ranked 2nd in the province in terms of administrative procedure settlement results.

From July 1 to July 31, 2025, after operating the 2-level local government model, Hai Ninh commune, Quang Ninh province, has had many positive changes in administrative reform. The Commune Public Administration Service Center has received and processed a total of 259 administrative procedure records in 4 areas: Social protection, authentication, land and household registration.

Of these, 100% of the records were received and processed promptly, with no backlogs, no records required to be supplemented or cancelled. Notably, 245 records were processed before and on time. The remaining records are still being processed according to regulations. All records after processing have been returned to citizens.

The effectiveness of administrative reform in Hai Ninh commune is demonstrated through specific results in receiving and handling administrative procedures for people and businesses. According to the ranking of the National Public Service Portal, Hai Ninh commune currently ranks 2nd out of 54 communes, wards and special zones of Quang Ninh province (after the People's Committee of Binh Khe ward) in terms of results in handling administrative procedures in July.
