At the twinning ceremony, representatives of the Party Committees of Ia Puch commune and Hoai An commune informed delegates about the socio-economic development situation of the two localities.

Accordingly, Ia Puch commune is a border commune, with 8.7 km of border with Cambodia. The commune has 916 households with 4,495 people, of which ethnic minorities account for 46%.
By 2025, the commune's cultivated area will reach over 9,639 hectares; the total livestock herd will be over 56,500 heads, poultry over 5,300 heads; the average income per capita will reach 20 million VND/year. Currently, the commune has 77 poor households (8.32%) and 64 near-poor households (6.91%).
Hoai An commune has a total natural area of over 115.77 km², population of 34,981 people. The commune's economy mainly develops agricultural, forestry and fishery production.
In the first nine months of 2025, the commune's cultivated area reached 2,809 hectares, total food output was more than 21,126 thousand tons; aquaculture output was 101.24 tons; total livestock was more than 54,770 heads, poultry was more than 279,900 heads.
Average income per capita reached 74 million VND/year. The commune still has 176 poor households (accounting for 1.96%) and 249 near-poor households (accounting for 2.77%).

Based on the analysis of similarities in potential and advantages, the two localities signed a twinning agreement with a commitment to support each other in building a strong Party, government, Fatherland Front and socio- political organizations; maintaining security and order, developing socio-economy, and building cultural life.
The focus is on supporting the development of production models, promoting typical products, attracting investment, reducing poverty, caring for social security, and fighting against crimes and social evils.
On this occasion, the Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Hoai An commune presented 30 million VND to support disadvantaged students in Ia Puch commune; at the same time, visited milestone 36 and checkpoint 383 (Ia Puch Border Guard Station).
The twinning program aims to effectively implement Directive No. 03-CT/TU dated August 7, 2025 of the Provincial Party Standing Committee on strengthening twinning activities between localities, units and villages and hamlets in ethnic minority areas in the province.
