This is considered a key task, creating a transparent and modern digital platform for land management, administrative reform, and attracting investment in the future.

Going door-to-door to collect land data.

After receiving the plan from the city, the People's Committee of Quang Minh commune promptly issued a detailed implementation document, established a Steering Committee, and assigned tasks to each specialized department, each village, and each residential group. The entire commune recognized this as a "total data offensive," requiring both high technical skills and absolute accuracy, as well as close coordination between the government and the people.

According to Hoang Quoc Thinh, Vice Chairman of the People's Committee of Quang Minh commune, this campaign is not only significant in the present but also has long-term implications for the local development.

When data is standardized and fully updated, all activities related to land administration procedures will be more transparent, citizens' rights will be protected, and the government will have an accurate basis for planning and attracting investment.

To ensure progress, the commune mobilized all departments, agencies, and organizations to participate. All 31 villages in the area established land data review teams, coordinating with specialized staff to cross-check and update information on land users, legal documents, land plot coordinates, and changes over each stage.

Public awareness campaigns were conducted vigorously through loudspeakers, community meetings, and social media, helping people understand the practical significance of the campaign and voluntarily provide the necessary documents.

Ms. Tran Thi Thang, Head of Chi Dong 7 village, shared: “Village officials are not afraid to go door-to-door, guiding people to prepare all the necessary documents. Thanks to this, in just one week, all 270/270 land plots in the village have had their documents collected, achieving 100% of the plan. People understand that this is good for them, so they are very cooperative.”

Thanks to unity and coordinated efforts, within just one week of implementation (from October 17th to 24th), the entire commune had essentially completed collecting copies of land use right certificates, citizen identification cards, and related documents for approximately 25,000 land plots. The large volume of files processed quickly is clear evidence of the organizational capacity and sense of responsibility of the grassroots political system.

Data standardization improves the efficiency of services provided to citizens.

Entering the processing phase, the professional staff of the Economic Department and the Land Registration Office, along with youth union members, worked day and night to input, cross-check, and verify data to update it into the national land database system. Many staff members worked until 11 PM, including Saturdays and Sundays, to meet the deadline. The overarching principle of the campaign was "doing it right the first time," ensuring no errors, omissions, or overlapping information.

Mr. Phung Cong The, Head of the Economic Department of Quang Minh Commune, said that this campaign is an opportunity to review and revise the entire current land use status, while simultaneously enriching new data layers such as planning, current technical infrastructure status, and real-time changes. Once completed, the database will be a "digital map" effectively serving both state management and socio-economic development. However, the implementation process has also revealed challenges, such as many old records lacking information, and some land parcels undergoing multiple transfers that have not been updated in a timely manner. A portion of local officials still have limited digital skills. Nevertheless, thanks to proactive and open-minded efforts, the commune has been simultaneously refining the process and improving the capacity of its staff.

Vice Chairman of the People's Committee of Hoang Quoc Thinh commune emphasized: "Completing land data is the foundation for administrative procedure reform. When data is standardized, all information is public and transparent, people can submit applications faster, reducing waiting times and travel costs. The government can also easily control and prevent violations."

Digital data not only serves the present but also paves the way for intelligent applications in the future, such as real-time monitoring of land use changes, online lookup, and support for building accurate and scientific planning. This is also an important prerequisite for Quang Minh to achieve its urban development goals and build model new rural areas in the 2025-2030 period.

Therefore, although the city required completion before November 30th, Quang Minh commune was determined to reach the target before November 10th. This goal demonstrates the high determination of the Party committee and the government in promoting comprehensive digital transformation from the grassroots level.

The campaign to "enrich and clean" the land database is not just an administrative task, but a significant transformation for Quang Minh commune on its journey towards e-government and a digital society. The people are the most direct and obvious beneficiaries when data is transparent, accurate, and synchronized.

Furthermore, with a solid digital foundation, Quang Minh will have better conditions to attract investment, promote sustainable socio-economic development, and improve the quality of life for its people. This is the major goal that the campaign is aiming for, affirming the long-term vision and strong commitment to innovation of the locality.
