Vinh Thuan Commune is the northern gateway of the former Vinh Bao District. The new commune was established on July 1, 2025, on the basis of merging three communes of the former Vinh Bao District, namely Vinh An, Dung Tien, and Giang Bien. The commune has a total area of 23.5 km², a population of nearly 29,000 people, located 38 km from the center of Hai Phong and 15 km from the Southern coastal economic zone. This is an important intersection between National Highway 5, National Highway 10, National Highway 37 and the Ninh Binh - Hung Yen - Hai Phong Expressway; directly connecting with Lach Huyen Port, Nam Do Son Port, Cat Bi Airport and Tien Lang Airport.

Surrounding Vinh Thuan are clusters of key industrial parks such as Tien Thanh Industrial Park (410 hectares), Trang Due Industrial Park (678 hectares) and many other industrial parks and clusters with a total area of over 1,560 hectares within a radius of 15 km, creating a huge and continuously growing logistics demand in the coming period.

Up to now, Vinh Thuan commune has attracted investment in 2 industrial clusters with a total area of 100 hectares, planned 1 industrial park of 195 hectares and reserved land fund of 188 hectares for industrial development. Notably, on the route connecting National Highway 5 with National Highway 10 (50.5 m wide, 2.7 km long) - the main traffic axis passing through the area and directly connecting with the southern coastal economic zone of the city, the commune has reserved more than 120 hectares to plan the construction of a modern logistics service center, with a customs control area, meeting the needs of domestic and international goods transit.

According to Chairman of Vinh Thuan Commune People's Committee Dinh Phu Hieu, up to now, Giang Bien Industrial Park, invested by MDA E&C Co., Ltd., is completing its technical infrastructure. The investor plans to complete construction and put the industrial park into operation in December 2025, attracting secondary investors and filling the industrial park in 2026.

For Dung Tien - Giang Bien industrial cluster, invested by Dung Tien Industrial Joint Stock Company, all site clearance work has been completed and construction will start in November 2025.

Proactive in human resources and traffic connections

floor 3 — The road leading from Giang Bien Industrial Park to National Highway 10 is about to be completed and put into use, creating favorable conditions to attract investment and develop industrial parks and clusters in the area.

It is forecasted that when the two industrial clusters come into operation, they will attract tens of thousands of workers, and the demand for services, essentials such as housing, transportation, daily life, electricity and water for industry and services will increase.

In order to proactively have human resources to supply industrial zones and clusters in the area, in parallel with doing a good job of preparing infrastructure, preparing clean land, promoting and inviting investors, Vinh Thuan commune focuses on vocational training for local workers. The commune coordinates with city departments and branches to adjust and supplement investment planning for traffic systems, electricity, water, logistics service areas... in accordance with local conditions.

The Commune People's Committee is focusing on clearing the land for the investment project to upgrade and renovate Route 354 from Tien Lang to connect with Highway 10; coordinating with the Vinh Bao Area Project Management Board to urge contractors to speed up the construction progress to complete the road leading from Giang Bien Industrial Park to Highway 10. The Commune People's Committee is also focusing on planning to reserve a land fund of more than 120 hectares to propose the city to allow investment in building a modern logistics service center.

hatang 4 (2) — Traffic infrastructure in Vinh Thuan commune is being invested to create favorable conditions for the development of industrial parks and clusters.

In the coming time, Vinh Thuan commune proposed that the city pay attention to investing in 3 new routes including: A 4.6 km long route through industrial zones and clusters to separate traffic from residential areas; 1 North - South residential route (about 4.8 km) to create a new development axis (with Vinh Bao commune) and East - West in the residential area of the commune to connect the urban areas on both sides of National Highway 10.

The commune proposed that the city build an overpass on the East-West road across Highway 10 to reduce intersections. On the new roads, the commune proposed that the city plan to build worker housing areas, commercial housing, public works and services to attract workers and experts in industrial parks and clusters in the area to settle down and work.

On the other hand, the commune has also been proactive in promoting investment, inviting domestic and foreign investors to the locality to learn about and cooperate in investment. A number of Korean enterprises have come to the locality to research and explore investment cooperation opportunities in the industrial and logistics sectors.

With the initiative in infrastructure, land, and investment promotion, Vinh Thuan commune will be an attractive destination for domestic and foreign investors to become a locality with strong industrial development in the direction of high technology, environmental friendliness associated with the development of services, supporting industries, and creating many jobs for local workers.
