High-speed railway construction: Creating development momentum - Final episode: Requires the participation of the entire political system and the people

The North-South high-speed railway project passing through the province plays a particularly important role in socio-economic development. In order for the implementation progress to meet the general requirements under the direction of the Central Government, it is necessary to have the drastic participation of the entire political system and the consensus of the people. Reporters of Khanh Hoa Newspaper, Radio and Television interviewed comrade Le Huyen - Vice Chairman of the Provincial People's Committee on this issue.

- Could you please tell us about the importance of the North-South High-Speed Railway Project passing through the province?

- The North-South High-Speed Railway Project is one of the most important projects in the field of transportation in Vietnam. When put into operation, the project will bring many benefits to Khanh Hoa in particular and the country in general.

Comrade Le Huyen - Vice Chairman of the Provincial People's Committee chaired a meeting on site clearance and resettlement of the North-South High-Speed Railway Project passing through the province.

The project plays an important role in completing and modernizing the country's transport system, helping to connect key economic regions. With high speed, the project helps reduce travel time between provinces and cities, thereby enhancing trade of goods and cultural exchange between regions. High-speed railway also reduces pressure on the road and aviation transport sector, especially during holidays and Tet. This helps reduce traffic congestion and accidents, ensuring safety for people. The construction and operation of high-speed railway requires thousands of workers, thereby creating jobs and promoting socio-economic development of Khanh Hoa and neighboring regions.

- The province is making efforts to implement compensation, site clearance (GPMB) and build resettlement areas to serve the project passing through the province. Could you please tell us the results of this work?

- Currently, the work of measuring, inventorying, compensation, site clearance and construction of resettlement areas to serve the High-speed Railway Project on the North-South axis passing through the province is being urgently deployed, with the participation of the entire political system. Through review, the Department of Construction has synthesized and proposed the need to arrange state budget capital in 2025 to carry out compensation and resettlement support to serve the project site clearance of 5.7 billion VND. Of which, the Provincial Development Project Management Board (PMU) 4 billion VND, the Provincial Agricultural and Traffic Construction Investment Project Management Board 1.7 billion VND. The Provincial Construction Investment Project Management Board alone was assigned 7 billion VND by the Provincial People's Committee in Decision No. 1192, dated September 16, 2025.

Based on the route plan in the preliminary design with the pre-feasibility study report provided, the provincial project management boards are coordinating with the localities where the project passes through, the technical infrastructure management units within the project's land acquisition and clearance scope to review, synthesize preliminary data on affected works and estimate the cost to carry out the relocation. In addition, after being assigned by the Provincial People's Committee to be the investor of the project's compensation, support and resettlement component projects, the provincial project management boards have urgently coordinated with the People's Committees of the communes and wards where the project passes through to inspect and review the area of affected land, determine the need for resettlement, public works, technical infrastructure; report and propose specific locations, areas and investment scale of resettlement areas. To date, this work has been completed on schedule.

In the coming time, the provincial project management boards will continue to preside over and coordinate with localities to implement compensation, support and resettlement work to serve the North-South high-speed railway project through the province according to the set plan.

- With a large amount of work, but must be implemented in a short time, what solutions does the province have to ensure site clearance work is on schedule as assigned by the Central Government, comrade?

- The high-speed railway on the North-South axis is a national key project, with a very large scale, so it requires the participation of the entire political system and the consensus of the people. Recently, the Provincial Party Committee issued a Decision to establish a Steering Committee for site clearance to implement the high-speed railway project on the North-South axis and key and driving projects of the province. The Steering Committee is headed by the Secretary of the Provincial Party Committee; the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee is the Standing Deputy Head. The Steering Committee advises and assists the Standing Committee of the Provincial Party Committee in leading, directing, organizing, inspecting and supervising the work of compensation, site clearance, support and resettlement of the high-speed railway project on the North-South axis through the province and key and driving projects of the province. The province also requires Party committees, Party organizations and authorities at all levels to strengthen leadership and direction in project implementation.

The Provincial People's Committee has directed localities where the railway passes through to continue to carry out propaganda work about the project for local people, especially organizations, individuals, and households with land and constructions within the planned area of land acquisition and clearance to create consensus. In particular, provide full and accurate information on the objectives, progress, scope of influence and benefits to the people; organize meetings, conferences and seminars to listen to the opinions of the people and relevant parties; ensure publicity and transparency of the process, procedures and results of land acquisition, compensation and resettlement. In addition, organize inspection and close supervision of the construction and land management situation in the area where the project is expected to be implemented. Resettlement areas must be suitable to the needs and conditions of the people.

Land acquisition and resettlement construction are important and urgent tasks, but also face many difficulties in the process of project implementation. To carry out this work well, it is necessary to have the consensus and support of the people. People need to be fully informed about the benefits and impacts of the project, thereby supporting and actively participating in the implementation process.
