(QBĐT) - On March 21, the Provincial Steering Committee 956 on implementing the project "Promoting the building of a truly clean, strong, disciplined, elite, modern Quang Binh Provincial Police force, meeting the requirements and tasks in the new situation" (Provincial Steering Committee 956) held a conference to review the work in 2023; deploy tasks in 2024. Comrade Tran Thang, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 956 chaired the conference.
In 2023, the Provincial Steering Committee 956 focused on leading and directing the Provincial Police to seriously, resolutely and effectively implement Resolution No. 12-NQ/TU, dated March 16, 2022 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite and modern People's Police force to meet the requirements and tasks in the new situation; Resolution No. 05/NQ-CP, dated February 14, 2023 of the Government promulgating the Action Program to implement Resolution No. 12-NQ/TU; Resolution No. 11-NQ/TU, dated January 30, 2023 of the Provincial Party Standing Committee on strengthening the Party's leadership in building a truly clean, strong, disciplined, elite and modern Quang Binh Police force and the projects and plans of the Provincial People's Committee...

The Provincial Steering Committee 956 has focused on inspecting the implementation of relevant departments, branches, sectors, and district and commune-level Party committees and authorities during the implementation process, especially the investment and construction of commune and town police headquarters; thereby promptly pointing out the shortcomings, limitations, difficulties and obstacles of each locality, as a basis for proposing key solutions to remove them in the coming time.
Departments, branches and localities have also proactively issued documents and plans for dissemination; given specific direction and assigned responsibilities to affiliated units for implementation... Thanks to that, the combined strength has been promoted, mobilizing the participation of the entire political system in the province; contributing to building a clean, strong, disciplined, elite and modern provincial police force to ensure the set roadmap and progress.
At the conference, delegates focused on evaluating and clarifying the results achieved in implementing the project and the work plan for 2023; at the same time, proposed a number of contents related to solutions, roadmap, funding sources, and coordination between levels, sectors, and units to ensure effective implementation of the project in 2024.

Speaking at the conference, Chairman of the Provincial People's Committee Tran Thang acknowledged and commended the Provincial Police - the standing agency of the Provincial Steering Committee 956 for being determined and proactive in advising on inspection and evaluation of the implementation in localities and solutions to remove difficulties and obstacles in the implementation process.
Regarding the key tasks in the coming time, the Chairman of the Provincial People's Committee requested that it is necessary to fully and deeply understand the purpose, requirements, significance, importance and content of the resolution and project; it is necessary to clearly identify that this is the responsibility of the entire political system, not just the task of the Public Security force. In particular, it is necessary to pay attention to the work of Party building and rectification, improving the leadership capacity and fighting strength of Party organizations in the Public Security force of communes and towns; focusing on leading the structure of Party cell secretaries and commune-level police chiefs to participate in the Standing Committee of the Party Committee of the commune level.
Allocate sufficient funds to implement the project, ensure the progress of disbursement of public investment capital for projects of the Provincial Police. Effectively implement the project to ensure material facilities for regular commune and town police in the province, striving to have 100% of commune and town police invested in and built working headquarters by the end of 2025. Research and advise on perfecting the system of legal documents in the field of security and order in the direction of ensuring a full legal basis for the organization and operation of the police force; continue to perfect the functions, tasks, and consolidate the organization of the 3-level police apparatus in the Provincial Police to ensure that it is suitable for the requirements of the tasks in the new situation.
