Promoting the tradition of a land rich in cultural and historical values, the Party Committee and the government of Xuan Lap commune have focused on building a cultural and civilized environment associated with preserving and promoting traditional cultural values. The commune has closely followed the instructions of superiors and developed a plan to implement the movement of physical training and sports to build a civilized lifestyle and implement a civilized lifestyle in weddings, funerals and festivals. At the same time, the commune has directed the villages to include the implementation of a civilized lifestyle in the village's covenants and regulations to regulate people's behavior and become a criterion for evaluating cultural titles. Vice Chairman of Xuan Lap Commune People's Committee, Tong Canh Tien, said: "With the attention of the Party Committee, the government and the consensus of the people, the cultural and civilized environment in the commune has been and is being formed. Many households actively participate in local movements, strictly implementing the policies and laws of the Party and the State. Weddings and funerals in the commune are all performed by the people according to customs and practices, but still ensuring a civilized lifestyle. Festivals and rituals are organized economically but still ensure solemnity and respect, demonstrating the cultural characteristics of the festival. The festival part often organizes cultural - artistic, physical training and sports activities that attract a large number of people to participate".
The effectiveness in building a cultural environment and civilized lifestyle has been recognized in many localities. According to the assessment of the Steering Committee of the Movement for Cultural and Sports Development in Tho Xuan district, in recent years, the implementation of a civilized lifestyle in weddings, funerals and festivals has had many positive changes, in accordance with the spirit of Directive No. 27-CT/TW of the Politburo on implementing a civilized lifestyle in weddings, funerals and festivals.
Weddings are organized solemnly, civilly, economically, in accordance with national traditions and cultural identity of each locality. Men and women voluntarily marry, together implementing the Law on Marriage and Family, without early marriage or forced marriage. In funerals, funeral rituals are organized neatly, hygienically, civilly, economically, eliminating bad customs and superstitions. Regarding festivals and rituals, the rituals are organized according to traditional rituals, in accordance with the actual situation while still ensuring solemnity, praising the merits of ancestors, national heroes and praying for national peace and prosperity, favorable weather, good crops, peace and happiness for every family. Activities surrounding the festival are organized in a rich, attractive, healthy, safe and economical manner. Many cultural and sports activities and folk games and performances in the festival have attracted a large number of people and tourists from all over the world to participate.
Along with many remarkable results in implementing civilized lifestyle in weddings, funerals and festivals, the construction of a healthy and civilized cultural environment in Tho Xuan district has also achieved many remarkable results. People strictly implement the policies and laws of the Party and State; participate in protecting the environment, preserving and promoting cultural values; implement the "3 no" movement in residential areas...
To achieve the above positive changes, Tho Xuan district has proactively developed an annual plan to implement the movement of physical training and sports to build a cultural life in conjunction with the implementation of Directive No. 27 of the Politburo and Directive No. 05/CT-TTg of the Prime Minister on implementing a civilized lifestyle in weddings, funerals and festivals. The district also encourages communes and towns to include criteria for building cultural families and residential areas and implementing a civilized lifestyle in weddings, funerals and festivals in the village covenants and as a basis for criteria for evaluating the titles of cultural families and cultural villages; organize people to register to build cultural families and sign commitments to implement a civilized lifestyle in weddings, funerals and festivals.
Along with that, the Steering Committee of the Movement for Physical Training and Sports to Build a New Cultural Life at all levels regularly propagates and mobilizes cadres, civil servants, public employees, workers and people of all walks of life to strictly comply with the Party's guidelines and policies, the State's laws, regulations of agencies, units and regulations of places of residence. At the same time, the district and communes and towns have paid attention to organizing cultural and sports activities and perfecting cultural and sports institutions to create a healthy cultural environment in residential areas.
Through the construction of a cultural environment and civilized lifestyle, many typical examples, humane gestures, and beautiful actions have been formed in the lives of residential areas.
