The passenger bus that caused the accident on the La Son - Tuy Loan highway had its contract vehicle license expired 21 days ago. At the time of the accident, the bus was carrying 42 passengers.
Contract badge expires in 21 days
A 45-seat passenger bus crossed the wrong lane and caused an accident that killed one person and injured many others on the afternoon of May 30. At the time of the accident, the bus was carrying 42 people.
According to information from the Department of Transport of Quang Binh province, Mr. Nguyen Van H.'s sleeper bus is managed by Dong Hoi Road Transport Support Service Cooperative, located in Bac Nghia ward, Dong Hoi city, with Mr. Tran Viet Q. as director.
According to the report sent to the Department of Transport of Quang Binh province, Mr. Q. said that this cooperative signed a service contract and a labor contract with the above sleeper bus on April 28, 2022.
This vehicle was then granted a contract vehicle badge by the Quang Binh Department of Transport on May 9, 2022. The badge is valid for 1 year.
According to this report, on April 13, the cooperative called the car owner to inform him that the service of the vehicle's journey monitoring device and camera had expired. The cooperative asked the car owner to extend the fee payment to maintain the signal, but the cooperative member did not comply.
On May 6, the cooperative continued to call the vehicle owner to inform him that the vehicle's badge was about to expire, and asked the vehicle owner to provide paperwork and periodic health check-ups so that the cooperative could apply for a reissue, but on May 9, the vehicle owner still did not comply.
Because the contract badge was not renewed, the vehicle's journey monitoring device and camera were no longer working and could not be managed.
