On the morning of February 19, the People's Council of Quang Nam province (term X) held its 29th session under the chairmanship of Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Duc Dung and Vice Chairmen of the Provincial People's Council Tran Xuan Vinh and Nguyen Cong Thanh.
Speaking at the opening of the session, Chairman of the Provincial People's Council Nguyen Duc Dung said that, implementing the 2025 work plan, the 29th Session was held to promptly resolve urgent and important contents and tasks in implementing the policy of streamlining the apparatus associated with streamlining the payroll, contributing to improving the capacity, effectiveness and efficiency of state management of authorities at all levels in the province.
At this session, the Provincial People's Council reviewed and gave opinions on related contents to promptly meet requirements and tasks in accordance with the spirit of Resolution No. 18-NQ/TW of the Party Central Committee and the Plan of the Provincial Party Standing Committee on implementing the plan to arrange and organize the apparatus of agencies and units in the province's political system.
According to Mr. Nguyen Duc Dung, in the 4 groups of issues that the meeting focused on reviewing and commenting on, in addition to the above content, the Provincial People's Council will consider adjusting the GRDP growth rate according to the Government 's policy in Resolution No. 25, dated February 5, 2025 on growth targets for industries, fields and localities to ensure the national growth target in 2025 reaches 8% or more.
At the meeting, Vice Chairman of the Provincial People's Committee Tran Nam Hung presented the projects on establishment, consolidation, merger, and approval of the structure of specialized agencies under the Provincial People's Committee according to regulations of competent authorities. Accordingly, the People's Committee submitted to the Provincial People's Council for consideration and decision to establish 6 agencies and merge 1 specialized agency under the Provincial People's Committee (reducing 6 agencies compared to the current number).
Specifically, establish the Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance; establish the Department of Construction on the basis of merging the Department of Transport and the Department of Construction. Establish the Department of Agriculture and Environment on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; establish the Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology. Establish the Department of Home Affairs on the basis of merging the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs; establish the Department of Ethnic Minorities and Religions; merge the Department of Foreign Affairs into the Office of the Provincial People's Committee.
