Eliminate lump-sum tax: Tax sector sends open letter to business households and individuals nationwide

On November 13, 2025, the Tax Department issued an open letter to business households and business individuals regarding the transition from lump-sum tax payment to a tax declaration mechanism based on actual revenue from 2026.

According to the Tax Department, over the years, business households and individual businesses have always been an important contributor to socio -economic development, creating jobs and maintaining commercial activities throughout the locality. The Tax Department affirms that it always respects and considers business households and individual businesses as companions in the country's development process.

The open letter stated that, implementing the policy of the Party, Government and National Assembly on innovation and modernization of tax management, from 2026, business households and individuals will comply with the provisions of the Law on Tax Management, switching from paying lump-sum tax to declaring according to actual revenue. This is an important step to help individuals and business households be more transparent, convenient and develop more sustainably.

When making declarations, business households and individuals will pay taxes based on actual recorded revenue, reflecting the true business results. This approach is expected to help enhance the reputation of individual businesses, build trust with customers and improve competitiveness.

Along with changes in tax payment mechanisms, the Tax sector said it is strongly implementing electronic invoices, especially electronic invoices generated from cash registers. This model is suitable for many fields such as restaurants, eateries, grocery stores, mini supermarkets, coffee shops and other retail services.

The application of electronic invoices is assessed to help businesses and individual businesses send invoices to customers quickly, reduce storage time, save operating costs and improve the shopping experience.

The eTax Mobile application has also been upgraded with many new features, allowing businesses and individuals to look up, declare and pay taxes online right on their phones or computers. The system integrates tax payment history, notifications, invoice status and other tax management utilities.

The Tax Industry considers eTax Mobile a friendly "digital assistant", helping business households and individuals proactively monitor their tax activities.

The Tax Department affirmed that it fully understands the initial concerns of business households and individuals when switching to the new mechanism. The open letter emphasized that the entire process of setting up software, creating electronic invoices, providing guidance on declaring revenue and fulfilling tax obligations will all be supported free of charge by the Tax Department and its partners.

Technical infrastructure, tax staff and guidance documents have been fully prepared to accompany business households and individual businesses throughout this period.

With the message "60 days of action - Substantive transformation - Elevating business households to declare, be transparent and modern", the Tax sector expects business households and individual businesses to be proactive, cooperative and actively participate to make the transformation effective.

The open letter concludes with wishes for business households and individuals to be healthy, successful and to continue to accompany the Tax sector in building a transparent, fair and prosperous business environment.
