Yen Bai unleashes internal strength to build sustainable new rural areas

The whole province currently has 115 communes meeting new rural standards (NTM), equal to 78.76% of the total number of communes (115/146 communes); 39 communes meeting advanced NTM standards; 13 communes meeting model NTM standards; 5 district-level units meeting standards, completing the task of building NTM. In particular, Tran Yen district - the first NTM district in the Northwest region since 2019, has now met the standards of advanced new rural districts, exceeding the plan assigned by the Prime Minister, achieving the target of the Resolution of the province. In the first quarter of 2025 alone, the province reviewed and recognized 2 communes meeting NTM standards (Suoi Giang commune, Van Chan district; Nam Khat commune, Mu Cang Chai district). The rural picture of Yen Bai province has changed comprehensively, forming more livable countrysides, and people's lives have changed in a positive direction.

In early March 2025, the Party Committee, government and people of Nam Khat commune were extremely happy and proud to be the first locality in Mu Cang Chai district to complete 19/19 criteria and reach the NTM finish line after 15 years of efforts. Although it is a particularly difficult commune, with specific and clear goals, with the participation of the entire political system; effectively implementing and promoting investment capital and support from the state, integrating with other legal capital sources in socio-economic development, the commune has mobilized over 593 billion VND to build NTM. Of which, mobilizing people's resources contributed nearly 79 billion VND, donating 12,430 m2 of land. Up to now, the main roads of the village, alleys and hamlets have been concreted, ensuring convenience for people to travel...

People in the commune have converted ineffective, low-yield rice fields to grow 76 hectares of roses and 30 hectares of vegetables, tubers, fruits and mushrooms of all kinds; implemented over 120 models of raising buffalo, cows, goats, pigs, sturgeon and salmon. In 2024, the average income per capita in the commune will reach over 46 million VND/year; the poverty rate will decrease to below 12%.

Talking about the local approach, Mr. Thao A Phenh - Chairman of Nam Khat Commune People's Committee shared: "Starting as a particularly difficult commune under the Government's Program 30a, Nam Khat has over 93% of the population being Mong ethnic people, a high poverty rate, uneven educational level and a lack of transportation, electricity, roads, schools and stations. Determined to build a commune that meets the new rural standards, the commune has identified specific and clear goals, with the participation of the entire political system; effectively implementing and promoting investment capital and support from the state, integrating with other legal capital sources in socio-economic development; infrastructure has been gradually invested in and built, the economic structure and production forms are suitable to the local advantages, linking agriculture with commodity production with output links for sustainable products to bring high economic efficiency. And the especially important thing is to change and create a transformation changes in people's thinking, production habits, and lifestyle towards civilization, imbued with national identity. People know how to sacrifice personal interests for the benefit of the collective.

High-tech agricultural models are increasingly appearing in Nam Khat commune.

Along with Nam Khat, the way other localities in the province in building new rural areas is to promote democracy and diversity in propaganda and mobilization work; cadres always accompany people in the implementation process; assign tasks to each organization and union according to each content, criteria, roadmap, plan, and specific solutions to direct and guide implementation. Cadres regularly inspect and support the grassroots, people, and communities to promptly resolve problems and difficulties through movements such as: Saturday with the people; Listening to people and building a culture of maintaining environmental hygiene; Each person, each day, contributes to cleaning the environment; promoting the role of prestigious people in the community... has created a great motivation for cadres and people in the province to constantly promote internal strength, actively join hands and unite with the province to build new rural areas.

Mr. Hoang Thanh Nghi - Dai Minh commune, Yen Binh district shared: "We realize that building a new rural area is not the work of one person, but has become a widespread movement, so in the past time, everyone has actively contributed their efforts and money to join hands in building a new rural area. We are very excited because the picture of Dai Minh village has become more colorful, full of vitality, and the quality of life of the people has been significantly improved."

By 2025, Yen Bai province has set a target of striving to have 9 or more communes meeting the new rural standards; 8 or more communes meeting the advanced new rural standards; 3 communes meeting the model new rural standards; Tran Yen district meeting the advanced new rural district standards. To achieve this goal, the province will continue to mobilize the participation of the entire political system and people in building new rural areas. Pay attention to reviewing, maintaining, consolidating and improving the quality of criteria for communes that have been recognized as new rural areas. At the same time, synchronously implement solutions, integrate and effectively use resources, especially local resources, to build new rural areas to ensure practicality and efficiency; link the implementation of the new rural construction program with the effective implementation of the agricultural restructuring project. Improve the effectiveness of management and implementation of new rural construction according to the plan to improve the socio-economic life of rural areas associated with the urbanization process. Develop basic economic and social infrastructure in a synchronous and modern manner, ensuring rural-urban and regional connectivity.
