Regarding the series of articles "Outdoor advertising gold mine" that Nguoi Lao Dong Newspaper reported recently, after reporting to the Hanoi People's Committee, the Hanoi Department of Culture and Sports (VH-TT) has just sent a document to the Department of Construction and the People's Committees of districts, towns and cities about thoroughly handling the frames of billboard construction projects in the city.
Hundreds of billboards in Hanoi had their content removed, leaving only their iron frames after a series of articles by Nguoi Lao Dong Newspaper.
According to the Hanoi Department of Culture and Sports, through state management of advertising activities and monitoring of press and public opinion, the Department of Culture and Sports found that currently in the city there are many billboards that have been dismantled, covering the advertising content, leaving only the rusty iron frame, causing loss of urban beauty, construction order and social security.
The Hanoi Department of Culture and Sports requests the Department of Construction and the People's Committees of districts, towns and cities to strengthen coordination in inspecting, reviewing and thoroughly handling violations of billboards that have been dismantled, or have rolled up advertising content with the iron frame still exposed. Resolutely prevent recurrence and new violations, and maintain construction order in the management area.
Timely establish a record of violations (if any), report to the City People's Committee the results of handling administrative violations according to regulations; regularly inform the Department of Culture, Sports and Tourism to enhance exchange and coordination between state management agencies; contribute to strict handling and establishment of order in advertising activities.
Previously, on April 20, the Hanoi Department of Culture, Sports and Tourism also sent a document to the People's Committees of districts, towns and cities on strengthening state management, inspection and handling of violations in advertising and signboard activities in the city.
Implementing the direction of the Chairman of the City People's Committee in Official Dispatch No. 850/UBND-TH dated March 28, 2023 of the City People's Committee on inspecting and reviewing all outdoor advertising activities in the city.
Through the inspection of advertising activities, the Department of Culture, Sports and Tourism found that there are still large billboards on the facade, side walls, above the roof of buildings and houses, covering the entire facade, side walls of buildings and houses, causing the risk of collapse, fire, explosion, hindering rescue work when an incident occurs, affecting the aesthetics and urban order.
In particular, billboards at intersections, intersections, and traffic junctions do not ensure safety for people and vehicles participating in traffic. Violations mainly include not completing the advertising product notification file; billboards exceeding the prescribed area; modifying and distorting the advertising content reported to the competent authority; not removing banners and billboards that have expired as stated in the notification; not promptly repairing or replacing torn, damaged, or unsightly banners; advertising that does not comply with the provisions of law...
According to records, the districts of Hai Ba Trung, Cau Giay, Thanh Xuan, Hoang Mai, Tay Ho... are the localities with the most illegal and illegal billboards. In recent days, hundreds of illegal outdoor billboards in these districts have been covered or rolled up. After being rolled up, these billboards revealed ugly iron frames, causing loss of aesthetics. Notably, hundreds of billboards in these districts show signs of violating construction order.
Enterprises with many pillars and billboards in Hanoi today include: TM Advertising Company, Gold Sun Company Limited, Bizman Company, Toan Cau Company, Tam Nhin Company, Sun Logo Company (this company has many "underground" billboards in Hanoi), RED Advertising Company, Tri Viet Company, New Sun Company... Most of these units have "underground" advertising. After the Lao Dong Newspaper reported, these units or districts have removed and rolled up the advertising content.
