Of which, domestic revenue was 531.4 trillion VND, exceeding 10.2% and increasing 36.5%; revenue from crude oil was 2.1 trillion VND, reaching 50.9% and equal to 67.7%; revenue from import-export activities was 30.4 trillion VND, exceeding 11.4% and increasing 36.5%.

According to Hanoi City Statistics, some major revenue sectors in domestic revenue include revenue from the state-owned enterprise sector of VND 65 trillion, reaching 80.7% of the annual estimate and increasing by 4.4% over the same period in 2024; the foreign-invested enterprise sector of VND 28.7 trillion, reaching 94.4% and increasing by 9.8%; the non-state enterprise sector of VND 110.3 trillion, exceeding 4.1% and increasing by 43%.
In addition, personal income tax was 53 trillion VND, exceeding 6% and increasing 26.9%; land use fee collection was 89 trillion VND, exceeding 85.6% and increasing 2.7 times; fee and charge collection was 20.9 trillion VND, reaching 88.9% and increasing 6.6%; registration fee collection was 6.8 trillion VND, reaching 94% and increasing 9.8%.
Also in the past 10 months, Hanoi's local budget expenditure is estimated at 105.2 trillion VND, reaching 63.4% of the year's estimate and increasing by 40.2% over the same period in 2024. Of which, development investment expenditure is 47.2 trillion VND, reaching 54.2% and increasing by 42.7%; regular expenditure is 57.9 trillion VND, reaching 81.9% and increasing by 38.3%.
Some major expenditure areas in the regular expenditure of the local budget in the first 10 months of 2025 include: Education , training and vocational training expenditure is estimated at 19.9 trillion VND, reaching 80.5% of the estimate and increasing by 27.3% over the same period last year; State administrative management expenditure, Party, and mass organizations is 13.2 trillion VND, exceeding 22.3% and increasing by 80.9%.
In addition, economic activity expenditure was VND8.4 trillion, reaching 64% and increasing by 29.7%; social security expenditure was VND5.8 trillion, reaching 86.8% and increasing by 47.4%; health, population and family expenditure was VND3.1 trillion, reaching 91.1% and increasing by 50.7%; environmental protection expenditure was VND2.3 trillion, reaching 68.7% and increasing by 18.5%.
