Chief Justice of the Supreme People's Court Nguyen Hoa Binh has just sent the National Assembly a report on the work of the courts in the first 6 months of 2023.

According to statistics from October 1, 2022 to March 31, 2023, the courts accepted 369,347 cases and resolved 199,371 cases, reaching a rate of 54%.
Compared to the same period in 2022, the number of cases accepted increased by 24,928 cases, and the number of resolved cases increased by 7,129 cases.
The rate of judgments and decisions annulled or amended due to subjective reasons of the court is 0.95%, meeting the requirements set forth in the National Assembly Resolution (no more than 1.5%), Mr. Nguyen Hoa Binh informed.
Regarding economic , corruption, and position cases, Mr. Binh said that the courts have accepted at first instance more than 2,021 cases with 4,598 defendants, and tried 1,215 cases with 2,360 defendants.
Compared to the same period in 2022, there were 299 more cases accepted with 163 defendants, and 163 more cases tried with 110 defendants.
The economic, corruption and position cases that the court has tried mainly involve storing and transporting prohibited goods; lending at high interest rates in civil transactions; producing and trading prohibited goods; embezzlement of property; and abuse of position and power while performing official duties.
Mr. Binh affirmed that the courts have applied severe punishments to the masterminds, ringleaders, and those who took advantage of their positions to appropriate state assets. Along with that, they have focused on confiscating assets obtained through crime, applying measures to seize assets and additional penalties to ensure the recovery of misappropriated or damaged assets.
Through the trial of 87 cases with 310 defendants in economic and corruption cases, courts at all levels have ordered the recovery of over 736 billion VND in money and assets. 257 defendants in 62 cases have remedied the consequences, returning nearly 338 billion VND in embezzled assets.
According to the report, the Supreme People's Court has focused on directing the serious and timely trial of cases under the supervision of the Central Steering Committee on anti-corruption and negativity, cases of public concern.
Among them are particularly serious cases such as the case of Nguyen Thi Thanh Nhan and her accomplices committing the crimes of "violating bidding regulations causing serious consequences".
The cases of "giving bribes", "receiving bribes"; "abusing positions and powers while performing official duties" and "lack of responsibility causing serious consequences" occurred at Dong Nai General Hospital; the case of Cao Minh Quang and his accomplices committing the crimes of "lack of responsibility causing serious consequences" and "abusing positions and powers while performing official duties" occurred at the Ministry of Health...
In a general assessment of the settlement of criminal cases, Mr. Binh affirmed that "the trials of cases are guaranteed to be strict, to the right person, the right crime, and the right law; no cases of wrongful conviction of innocent people have been discovered."
Presenting the direction for the coming time, Mr. Binh said that he will strictly implement the direction of the Central Steering Committee on preventing and combating corruption and negativity in the trial of cases, ensuring the prescribed time, strictly handling the masterminds, ringleaders, those who take advantage of their positions and powers for personal gain, and strengthening measures to recover state assets.
9,666 defendants received suspended sentences
The report of the Chief Justice of the Supreme People's Court also said that during the reporting period, the courts sentenced 9,666 defendants to prison but with suspended sentences, accounting for 17.99%.Most cases of suspended sentences are carefully considered; strictly inspected and controlled, ensuring compliance with the law, promoting humanistic meaning, creating conditions for convicted people to reform themselves in society under the supervision and education of competent agencies and organizations.
The consideration and decision to apply a penalty other than imprisonment must be well-founded and in accordance with the provisions of law.
