Updating the progress of the Ho Chi Minh Road project, the Ministry of Transport said that 4/5 component projects under construction still face challenges with land and materials.

Specifically, the Cho Chu - Trung Son Intersection component project with a length of nearly 29km passing through two provinces: Thai Nguyen (more than 12km), Tuyen Quang (nearly 17km) will be implemented from June 2024.
Up to now, the contractor is implementing the construction of culverts, digging and filling roadbeds, intersections, etc., with the actual output reaching more than 4%.
The slow handover of land by the locality is the main reason why some items have not met the schedule.
“In Tuyen Quang province in particular, as of early December 2024, the land handover rate has only reached more than 1.2 km. The land handover area is not continuous, and there are still technical infrastructure problems,” the report of the Ministry of Transport stated.
At the Hoa Lien - Tuy Loan project (11.5 km long), after more than 1 year of implementation, the project construction site is not really favorable.
According to the Ministry of Transport, currently, the project has handed over about 99% of the land area. However, in reality, the handed over land area still has 1.5km of unfinished construction related to households that have not recovered their assets, demolished their houses or signed the land handover minutes but have not received compensation; have not agreed to the compensation plan.
Assessing that the project's construction output has not met expectations (reaching about 35% of the contract value), the Ministry of Transport requested the Ho Chi Minh Road Project Management Board to continue to coordinate, closely follow the locality regarding the site and speed up the procedures to increase the capacity of the quarry.
The investor is also assigned to direct the contractor to speed up and focus on the implementation on the existing area, gradually stockpiling materials for continuous implementation after the weather is favorable and the remaining area is handed over.
Regarding the Chon Thanh – Duc Hoa component project with a length of nearly 73 km, the Ministry of Transport said that the main route is currently under construction on a site length of approximately 71 km. The project’s construction output has reached more than 44% of the contract value.
According to the Ministry of Transport, the land acquisition work in the remaining localities is facing difficulties and is being resolved in cases where there have been previous decisions to recover land but have not yet been paid.
Cases that have been partially paid, cases that have been paid but still have additional support policies, resettlement, additional value of assets on land, additional value of land use rights, leading to slow site clearance work.
Materials are also a big challenge for the project as there are many transportation projects being implemented in the area at the same time, especially the Long Thanh airport project, the demand for stone materials is increasing, leading to scarcity.
Sharing the same concern about materials, the Ministry of Transport said that in the component project of Rach Soi - Ben Nhat, Go Quao - Vinh Thuan (nearly 52 km long), despite the attention of the Government, the Ministry of Transport, ministries, branches and localities, up to now, the progress of licensing commercial sand mines to supply the project in Tien Giang province is still slow.
“The Ho Chi Minh Road Project Management Board needs to request Tien Giang province to soon complete the legal procedures for granting the mine; Kien Giang province to allow the adjustment of the mine planning (increasing the mining depth from 10m to 30-60m) to ensure the quality and reserves of sand exploited in December 2024,” the Ministry of Transport requested.
As for the component project of the Co Tiet - Cho Ben section (87.5km long), which is currently undergoing investment preparation, the Ho Chi Minh Road Project Management Board has submitted the investment policy to the Ministry of Transport and competent authorities for approval in accordance with the requirements of Resolution No. 63/2022/QH15.
The Ho Chi Minh Road project is 3,183km long (the main route is 2,499km long, the western branch is 684km long). The starting point is Pac Bo (Cao Bang). The ending point is Dat Mui (Ca Mau).
Started in 2000, the project has completed 2,488/2,744km and about 258km of branch lines. The remaining 256km/5 component projects are under implementation. Of which, nearly 170km will be completed by 2025.
