The Le Duan Street Extension Project ( Ha Tinh City) is over 1km long, with a total investment of 135 billion VND, invested by the People's Committee of Ha Tinh City (Ha Tinh Province). The project was implemented in 2016 but has not been completed yet.
Long traffic jam
The Le Duan extended road project is one of the key routes, contributing to connecting Ha Huy Tap ward and neighboring wards and communes to the central area of Ha Tinh city. The route is expected to expand the space for Ha Tinh city, redirect the urban center to reduce population density, traffic, and create momentum for socio -economic development.
The project started construction in 2016. According to the design, the road was widened to 26m, the infrastructure was built synchronously, 95 households in Ha Huy Tap ward and 6 households in Dai Nai ward (Ha Tinh city) had their residential land and agricultural land recovered. After 9 years of construction, the project has not been completed yet.
It is noted here that the construction route is unfinished and broken. Right at the location of the Ha Huy Tap ward headquarters, the project has been suspended for many years. A large amount of construction materials are piled up... The route is also divided into 2 because the middle location has not been built yet. Also because of the slow progress, the project has not been opened to traffic, has not been able to promote its effectiveness, some locations have become shabby.
Mr. Nguyen Van Huyen - Chairman of Ha Huy Tap Ward People's Committee said: In the ward, there are 6 households that are stuck with the project site. The Le Duan Street project has been under construction for many years and has not been completed, which has greatly affected the activities of the people. People's travel and daily activities are interrupted, the landscape and environment are not good... All economic and social activities are affected.
Many households in residential group 4, Ha Huy Tap ward also expressed hope for early site clearance so that the project can be completed and put into use soon. Because when the project is behind schedule, the construction of a civilized urban area in the residential group is also affected and people's travel is difficult.
When will it be completed?
According to research, currently, the Le Duan Street Extension Project site is entangled with 15 households in Ha Huy Tap and Dai Nai wards. These are mainly households with large areas of recovered land, families with many generations, many couples living together or cases of shared land use rights. These households wish to be compensated with residential land but are stuck with regulations.
Due to land issues, the project's progress had to be adjusted many times. According to the initial decision approving the project, the progress was to be implemented in the period from 2017 to 2020. By August 2022, the project was adjusted to increase the total project cost to 157 billion VND; the project implementation period was adjusted from 2018 to 2022. The second extension was extended until December 31, 2023. The third extension was extended until December 2024 to complete the project. However, up to this point, the project continues to miss the deadline.
According to the representative of the Management Board of Investment, Construction and Land Fund Development Projects of Ha Tinh City, due to difficulties in site clearance, the People's Committee of Ha Tinh City has had to repeatedly ask the Provincial People's Committee for an extension of time to complete the Le Duan Street extension project. Up to now, the site clearance work is still facing difficulties, so the extension until the end of 2024 will not be completed. "The unit is preparing a document requesting an extension until the third quarter of 2025 to complete. The biggest difficulty at present is still the site clearance problem" - said the representative of the Management Board of Investment, Construction and Land Fund Development Projects of Ha Tinh City.
According to the site clearance unit, the project started clearing the land in 2016, and many policies have changed since then. Among the 15 households that have not yet relocated, some are in the process of being processed, while 3 households are facing difficulties due to regulations.
“For these 3 households, the city previously agreed to receive compensation, but now they are requesting compensation in the form of new land because the area being reclaimed is large, and there are many generations living in the family. The unit has also consulted many ministries, departments and branches to find a solution, quickly clear the land, complete the project and put it into use,” said a representative of the Ha Tinh City Land Fund Development and Investment Project Management Board.
Mr. Nguyen Van Huyen - Chairman of the People's Committee of Ha Huy Tap Ward (Ha Tinh City) said that for households in the ward, the city's functional agencies have worked and have specific plans for each household. The City People's Committee directed that the site clearance work must be completed in the first quarter of 2025 because there is currently no land price list.
