Head of the Legal Committee of An Giang Provincial People's Council Pham Van Mau requested the drafting agency to clarify the legal basis related to the submissions.
The meeting reviewed the draft Resolution stipulating support regimes for cadres, civil servants, public employees and workers after the reorganization of administrative units in the province; the draft Resolution stipulating support regimes for cadres, civil servants, public employees, non-professional workers in communes and hamlets, people directly involved in work in hamlets, hamlet team leaders, members of security and order protection teams working in Tho Chau Special Zone.

Reviewing the submission of the Provincial People's Committee, the Legal Department basically agreed to propose a support regime for cadres, civil servants, public employees and employees working in provincial agencies and units who change their workplace from the An Giang Provincial Administrative Center (old) to the An Giang Provincial Administrative Center (new) and vice versa (except for public service units that self-insure regular and investment expenses, public service units that self-insure regular expenses).
Representative of An Giang Provincial Department of Finance informed about ensuring funding to implement the support regime.
The support levels are as follows: Travel expense support of 2 million VND/person/month; living expense support of 1.5 million VND; accommodation support of 1.5 million VND/person/month. Support is in the form of a lump sum and is paid periodically every month along with current salary. The State budget ensures funding to implement the support regime for agencies and units according to the current budget decentralization. The support period is 2 years from the date the resolution is passed. It is expected that the total support budget according to the draft resolution is about 7 billion VND/month, equivalent to 84 billion VND/year.
For public service units that self-insure regular and investment expenses, public service units that self-insure regular expenses are applied to support civil servants and employees working at higher or lower units according to the financial capacity of the unit and must be specifically regulated in the internal spending regulations of the unit.

According to Submission No. 27/TTr, dated July 14, 2025 of the Provincial People's Committee, the estimated budget to support 94 cadres, civil servants, public employees, non-professional workers in communes and hamlets, people directly involved in work in hamlets, hamlet team leaders, members of security and order protection teams working in Tho Chau Special Zone according to the payroll, the annual allocation is about 4 billion VND/year.
At the meeting, the Legal Committee of the Provincial People's Council requested the drafting agency to review and absorb the delegates' comments, especially on the legal basis, to revise and complete the contents submitted to the 2nd Session of the Provincial People's Council.
