An Giang orients tasks to implement national target programs in the last months of the year

On the afternoon of November 4, Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc chaired a meeting of the Steering Committee for National Target Programs for the period 2021 - 2025 in An Giang province to evaluate the implementation results of the first 10 months of the year and orient tasks and solutions for the last 2 months of 2025. The meeting was connected online to the commune, ward and special zone bridges in the province.

According to the Provincial People's Committee's report on public investment capital, the total capital plan assigned in 2025 for the three national target programs is 530,011 billion VND, along with 113,998 billion VND of planned capital extended to 2025.

As of October 31, 2025, the total disbursement of public investment capital reached VND 276.69 billion, reaching 42.96% of the total allocated capital (VND 644.009 billion). Of which, the National Target Program for Sustainable Poverty Reduction had the highest disbursement rate, at 46.04% (reaching VND 31.69 billion).

The remaining two programs also achieved positive rates: The national target program for economic and social development in ethnic minority and mountainous areas reached 42.43% (equivalent to 66.96 billion VND); The national target program for new rural construction reached 42.66% (equivalent to 178.03 billion VND).

Meanwhile, the disbursement of public capital for national target programs remains slow. The total public capital allocated is 778.46 billion VND. By the end of October 2025, the total disbursed public capital only reached 149.29 billion VND, reaching 19.18% of the total capital allocation plan.

The disbursement rate of career capital between programs has a large difference. Specifically, the National Target Program for New Rural Development achieved the highest rate of 32.64% (reaching 91.46 billion VND). Meanwhile, the National Target Program for Economic and Social Development in Ethnic Minority and Mountainous Areas reached 9.31% (only reaching 18.28 billion VND) and the National Target Program for Sustainable Poverty Reduction reached 13.10% (reaching 39.55 billion VND).

The implementation of the programs is facing many difficulties and obstacles due to the impact of the merger of commune-level administrative units. Specifically, many projects have not been completed and the transfer of investors has not been carried out. At the same time, 89 commune-level units have not approved the plan to implement career capital in 2025 (after the merger of administrative units), seriously affecting the disbursement progress.

Vice Chairman of the An Giang Provincial People's Committee Le Van Phuoc highly appreciated the efforts of departments and branches in recent times. However, it is necessary to frankly acknowledge that the current disbursement rate, especially for public capital, is still very low. The main reason is due to objective problems in the organization of the apparatus after the merger, the handover, decentralization, delegation of authority and untimely guidance.

In order to speed up the progress and prepare for the 2026 - 2030 period, Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc requested relevant departments and branches to proactively implement and remove obstacles. The program's governing agencies proactively coordinate with relevant departments and branches to advise the Provincial People's Committee to soon issue regulations and guidelines for implementing the program's contents according to their authority. At the same time, they must proactively coordinate to resolve difficulties and obstacles of localities when implementing the program.

The Department of Agriculture and Environment, the Department of Finance, the Department of Ethnic Minorities and Religions must review all documents and promptly provide full guidance to localities. Before November 15, all levels must summarize and thoroughly resolve all difficulties and problems, and at the same time develop detailed weekly plans from now until the end of the year.

Learning from experience from previous years, the Vice Chairman of the Provincial People's Committee requested units to urgently prepare conditions and documents for the budget plan for the period 2026 - 2030 to ensure that capital allocation in 2026 takes place smoothly.
