To proactively respond and limit damage caused by floods, the Chairman of the Provincial People's Committee ordered a level 3 alert on Tra Ly River and a level 1 alert on the banks of the Ta Hong dike, Huu Luoc dike, Huu Hoa dike, and Huu Hoa river mouth dike.
The Chairman of the Provincial People's Committee requested to stop all activities of ferry terminals on the Tra Ly River. The Department of Construction presided over and coordinated with relevant units to notify waterway vehicles traveling on the rivers about the situation of rising flood water to ensure safety for vehicles and bridges, culverts, dikes and embankments.
At the same time, the Chairman of the People's Committee of the commune and ward along Tra Ly river, the Director of the One Member Co., Ltd. of the Exploitation of Irrigation Works of Bac Thai Binh and Nam Thai Binh directed the implementation of patrolling and guarding the dikes all day and night according to the level III alarm on Tra Ly river; strengthen inspection, detection and timely handling of damage to dikes, embankments, culverts, especially key points according to the motto "four on-site".
Localities should check and review households living in embankments and dikes. If they are not safe, they must immediately deploy plans to evacuate people and property to the main dike; deploy plans to protect key areas of dikes, embankments, and culverts, especially plans to prevent overflow at low-lying dike locations; proactively close border gates and cross-dikes to prevent floodwaters from rising and overflowing.
For the Ta Hong, Huu Luoc, Huu Hoa river dikes and the Huu Hoa river estuary dike, the Chairman of the People's Committee of the commune, ward, Director of the One Member Co., Ltd. for Irrigation Works Exploitation: Hung Yen , Bac Thai Binh and Nam Thai Binh provinces direct and carry out patrolling and guarding of dikes according to the level I alarm order; strengthen inspection, detection and timely handling of developments and damage to dikes, embankments and culverts caused by floods, especially key weak points of dikes, sections of dikes with bad geological conditions, locations with lagoons and ponds close to the foot of the dike according to the "four on-site" motto.
At the same time, install monitoring posts on key embankments; check sluices that have been decided to install backup piles and sluices that have been completed long ago; sluices that do not meet flood protection requirements must be reinforced and repaired immediately to ensure the safety of the dyke. Install backup buoys at all sluices under the dyke, and strictly implement the regulations on opening and closing gates under the dyke during the flood and storm season according to regulations.
Departments, branches and localities review vulnerable points, dyke locations with dyke roofs, dyke toes being lagoons, ponds, low-lying fields where incidents are likely to occur; check the preparation of human resources, means, and materials, and avoid any subjective manifestations in flood prevention and control. The Head, the head of the unit, or the locality that allows an incident to occur and fails to handle it promptly due to subjectivity or negligence shall be responsible before the Chairman of the Provincial People's Committee and the law.
Currently, flood levels on rivers are rising very quickly. At 1:00 p.m. on October 1, the water level on Tra Ly River at Quyet Chien station was 4.50 m (0.60 m above alert level 3), on Red River at Hung Yen station was 5.77 m (0.27 m above alert level 1), on Luoc River at Trieu Duong station was 5.22 m (0.32 m above alert level 1) and continues to rise. Flood developments are very complicated.
