Khanh Hoa prepares response scenario for continued floods

On November 18, the People's Committee of Khanh Hoa province held a meeting to deploy solutions to respond to continued floods; overcome the consequences of landslides and search for missing victims.

Ready to support

According to the forecast of Khanh Hoa Province Hydrometeorological Station from November 18 to 22, Khanh Hoa Province will continue to have rain, moderate rain, heavy rain and thunderstorms in some places. Warning of the risk of heavy rain (greater than 50mm/3 hours).

Heavy rains can cause flooding in low-lying, urban areas. People need to be on guard against the risk of landslides in areas with steep terrain and weak geology. In addition, thunderstorms accompanied by whirlwinds, lightning, and strong winds can cause roofs to be blown off, trees to break, and fall.

Colonel Nguyen Tuy, Commander of Khanh Hoa Province Military Command, said that armed forces have mobilized to key positions, ready to support people in responding to floods and landslides if they occur.

In Khanh Hoa province, heavy rains caused flooding in many communes and wards, averaging from 0.2m to 1.3m, especially the North Nha Trang area (Vinh Phuong commune, old Nha Trang city) with a depth of 1 - 1.5m. The southern communes and wards (old Ninh Thuan province) evacuated 1,324 households/4,302 people. The northern communes (old Khanh Hoa province) evacuated 566 households/2,205 people.

According to Mr. Nguyen Duy Quang, Director of the Department of Agriculture and Environment of Khanh Hoa province, the rainfall has decreased but the risk of flooding is still very high. The units managing irrigation and hydropower reservoirs have regulated water to welcome the flood with more than 30 million m3. Due to the heavy rain from upstream, the Cai Nha Trang River is still flooded in Dien Khanh (old) and the downstream of Nha Trang (old). Currently, it is not possible to calculate the damage to agricultural production.

Faced with the complicated weather and the huge damage caused by recent floods in Khanh Hoa province, Mr. Vu Xuan Thanh, Deputy Director of the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment) said that the People's Committee of Khanh Hoa province needs to continue to review landslide areas, even in urban areas. In locations identified by local authorities as having a high risk of landslides, knowledgeable people should be assigned to monitor and provide early warning. To minimize damage to people and property, during periods of heavy rain and floods, it is necessary to limit the movement of passenger cars and tourist vehicles at night.

In order to cope with floods and landslides, communes, wards and special zones of Khanh Hoa province have proactively reviewed the list of households that need to be evacuated when requested. Khanh Hoa province has 64 reservoirs (including 53 irrigation reservoirs and 11 hydroelectric reservoirs) with a capacity of 658.873 million m3 (reaching 87.6% of the designed capacity). Therefore, reservoir management units have been required to operate flood discharge according to procedures, ensuring safety for downstream areas.

Directly directing the work of overcoming consequences and responding to floods, Mr. Nghiem Xuan Thanh, Secretary of Khanh Hoa Provincial Party Committee, acknowledged the sense of responsibility, determination and urgency of the local government and functional forces to ensure safety for the people.

The Secretary of Khanh Hoa Provincial Party Committee requested relevant units to urgently overcome the consequences of the serious landslide at Khanh Le Pass that occurred on November 16 according to the Prime Minister's telegram. Khanh Hoa Provincial General Hospital should actively treat the injured victims and completely waive treatment costs.

In cases of missing persons, the search and rescue forces must develop a plan and coordinate closely. The rescue must prepare higher scenarios, with modern and on-site equipment to suit the situation; ensuring absolute safety for the participating forces. In reservoir operations, management units should consult with experts and scientists and not be subjective. Flood discharge regulation must minimize damage to downstream areas.

Along with flood response plans, the Khanh Hoa Provincial Party Secretary requested that the Provincial People's Committee study appropriate policy mechanisms within its authority to support people in overcoming the consequences of natural disasters and restoring production. The People's Committees of communes, wards and special zones proactively develop plans to ensure safety and environmental sanitation to welcome students back to school after the flood recedes...
