Mr. Nguyen Van Huong, Head of Weather Forecast Department, National Center for Hydro-Meteorological Forecasting, affirmed that this is the most intense cold spell since the beginning of winter.

According to weather forecast, the air pressure at the cold center will reach 1075mb; the temperature at the center will drop below minus 30 degrees Celsius; the direction of this cold wave will move from the North to the South, straight from the North. In addition to the strong cold air, straight from the North, from the night of November 18 to the end of November 19, the North will also have rain.

"Rain combined with strong cold air will cause the temperature in the North, Thanh Hoa, Nghe An, Ha Tinh areas to drop sharply. November 18-19 will be the two coldest days with the lowest temperature in the Northern Delta and North Central region generally ranging from 12-14 degrees Celsius, in mountainous areas from 8-11 degrees Celsius, in high mountainous areas in some places below 7 degrees Celsius; from November 20, the rain in the North will decrease and will turn to a state of deep cold at night and morning, sunny during the day; and the conditions for frost to occur must be little to clear at night, so the possibility of frost appearing in the first two days is not high, but the period from November 20-22 and 23 is possible, especially in mountainous areas and midlands in the North", Mr. Nguyen Van Huong commented.

At sea, in the Gulf of Tonkin, the Northeast wind is level 7, sometimes level 8, gusting to level 9-10; rough seas; waves 3-5m. In the North East Sea (including Hoang Sa special zone), the Northeast wind is level 7-8, gusting to level 9-10; waves 4-6m; rough seas. From Quang Tri to Quang Ngai and the sea area north of the central East Sea, the Northeast wind is level 6, sometimes level 7, gusting to level 8-9; waves 4-6m; rough seas.

From the night of November 18, the sea area from Gia Lai to Ho Chi Minh City will have Northeast wind level 6, gusting to level 7-8; waves 3-5m; rough sea. Due to the influence of the cold air strengthening combined with disturbances in the East wind zone above, there will be widespread heavy rain in the area from Ha Tinh to Khanh Hoa.

Cold and severe cold weather can affect livestock and poultry; affect the growth and development of crops. Heavy rain can cause flooding in low-lying areas; flash floods on small rivers and streams; landslides on steep slopes. Heavy rain in a short period of time can cause flooding in urban areas and industrial zones. Strong winds, gusts and large waves at sea affect the operation of ships and other activities.
