The draft enrollment plan for the first grades (kindergarten, grade 1, grade 6) in Ho Chi Minh City, which is being submitted to the City People's Committee for consideration and approval, has important notes for parents.

Accordingly, Ho Chi Minh City ensures that 100% of students of admission age at all levels (including those who are eligible for universal education) have their full information declared at https://csdl.hcm.edu.vn (collectively called the city's education and training sector database system).

The work of declaring and reviewing student information must be completed before the city issues the enrollment plan and must be implemented in accordance with the instructions of the Department of Education and Training.

The student's residence information (including "current residence", "relationship with head of household" and related information) determined through the electronic identification application (VNEID) of the student's parents or legal guardians must be declared during the data review period according to the plan issued by the Department of Education and Training, minimizing paper records. In special cases, following the instructions of the Department of Education and Training and the decision of the Steering Committee for Primary Admissions of Thu Duc City, districts must declare on the system and store full evidence at the Department of Education and Training.

Admission registration is done online through the student's identification code.

In particular, the Department of Education and Training advises the People's Committee of Thu Duc City, districts and towns to build flexible enrollment areas based on three factors: Distribution of schools in the locality, the number of children of enrollment age and information on "current residence" of students from the industry database.

At the same time, combine the use of the city's shared digital map system to calculate students' travel distance, not allocating students according to ward administrative boundaries, to create conditions for students to study near their current residence and in accordance with the actual local situation.

For schools located on the border between localities, the Primary Admission Steering Committee in each locality needs to develop a suitable admission plan, creating favorable conditions for students to study near their place of residence.

Admission objects are divided into 2 types

+ Subject 1: Priority admission for the following cases: For grade 1: Students whose "current residence" is in the area and within the prescribed age. For grade 6: Students whose "current residence" is in the area, have completed primary school and are within the prescribed age.

+ Subject 2: Students who wish to study in an area other than their actual residence.

For subject 2, the Steering Committee for Primary Admissions of localities needs to issue documents clearly defining the subjects that are given priority for admission, creating a legal basis for classification. In particular, priority for admission can be considered in order of specific cases of each area such as: Students who have completed preschool or primary school in the area. Students whose father or mother works in the area (industrial parks, agencies located in the area). Students whose "current residence" according to VNEID is in the border areas between districts, towns and Thu Duc city. Students who have transferred provinces. Students in specific cases of the locality.
