Bac Giang prevents production and trade of counterfeit goods

BAC GIANG - In recent times, the work of preventing and combating the production and trade of counterfeit goods has received special attention from all levels and sectors of the province, and many violations have been directed and handled. However, due to many reasons, the production and trade of counterfeit goods in the province is still complicated, with increasingly sophisticated methods and tricks, posing a risk of adversely affecting the health of consumers and the market.

Sophisticated tricks

From January 1 to May 8, 2025, the provincial market management force inspected 200 cases and handled 193 cases of production and trading of violating goods. The total amount of administrative fines and handling of violating goods was more than 5 billion VND. Of which, the unit coordinated with the provincial police force to inspect and handle 24 cases related to the production and trading of counterfeit goods, an increase of more than 10 cases compared to the same period in 2024. The unit transferred the case file to the police agency to prosecute 3 cases of production of food products with counterfeit labels of the place of production and packaging of the goods.

Most recently, on May 7, Market Management Team No. 4 (Provincial Market Management Department) coordinated with the Economic Police Department (Provincial Police) and Dai Lam Commune Police (Lang Giang) to arrest Nguyen Van Khanh (born in 1996) and Nguyen Thi Hien (born in 2003), both residing in Lai village, Dai Lam commune, for producing thousands of fake cosmetic products. These subjects successfully sold more than 100,000 orders to consumers nationwide through e-commerce trading floors Shopee, Tiktok shop, etc.

From January 1 to May 8, 2025, the provincial market management force inspected 200 cases and handled 193 violations. According to the provincial police, counterfeit goods producers and traders often use a number of methods, tricks and forms of violations such as: counterfeiting, imitating packaging, logos, labels, infringing intellectual property; trading via social networks, e-commerce without invoices, without documents; mixing counterfeit goods with genuine goods; producing counterfeit goods locally with poor quality materials...

To avoid detection, the subjects carry out closed, independent production, using relatives as labor; using real product labels on fake products... During the production process, some subjects make two layers of packaging, the outer layer still has the correct name of their production facility but the inner layer has the name of a reputable production facility and when selling, the subjects tear off the outer layer to deceive consumers.

Counterfeit products are increasingly diverse, from essential consumer goods, clothing, cosmetics, motorbike spare parts, agricultural products, specialties to pesticides, pharmaceuticals, milk, etc. in sophisticated ways and are publicly advertised on social networking platforms such as Facebook, Zalo, Tiktok, etc. Mr. Nguyen Van Xuat, Chairman of the Provincial Association for the Protection of Consumer Rights, acknowledged: "The problem of producing and trading counterfeit goods not only seriously damages the revenue and reputation of legitimate manufacturing enterprises but also threatens the health and interests of consumers, weakening confidence in the domestic goods market".

Implement multiple solutions simultaneously

In reality, the control of counterfeit goods is facing many challenges such as: the sophisticated operation methods of counterfeit producers and traders, the explosion of e-commerce has made it easier to buy and sell counterfeit goods. In addition, some legal regulations on counterfeit goods are still incomplete, overlapping and lacking deterrence, leading to ineffective handling. The cause of the above situation is primarily due to the high profits from the production and trade of counterfeit goods; consumers lack knowledge to distinguish between genuine and fake goods; coordination between functional agencies in inspecting and handling counterfeit goods is still not tight...

To deal with the situation of production and trade of counterfeit goods, along with strengthening propaganda work among the people, Mr. Ngo Chi Vinh, Chairman of the Provincial Union of Science and Technology Associations, said that the functional sector and the province need to build a system to trace the origin of agricultural products and specialties; pay attention to investing in equipment to quickly check the quality of goods for the market management force and the police.

According to Mr. Trieu Ngoc Trung, Deputy Director of the Department of Science and Technology, state management agencies need to soon build a centralized database on anti-counterfeiting and consumer protection in e-commerce activities.

In addition to coordinating with other forces to step up the fight against and prevent the production and trade of counterfeit goods, the representative of the Economic Police Department said that the functional sector needs to tighten the issuance and affixing of QR codes and barcodes on each product; production units need to use electronic anti-counterfeit stamps that can be authenticated via SMS, website or mobile application...

Enterprises should proactively protect their brands, invest in anti-counterfeit stamps and genuine distribution systems; be ready to coordinate with authorities to investigate and verify when there is suspicion that their goods are counterfeited by other units. Along with that, the State needs to perfect the legal system related to intellectual property, stamps and labels and handling of counterfeit goods; build a mechanism to protect whistleblowers, and encourage the community to participate in fighting counterfeit goods.

For the Consumer Protection Association, it is necessary to promote its core role, organize communication campaigns, and disseminate information on how to distinguish genuine and fake goods, and the methods and tricks of producing and trading fake goods. From there, raise awareness and knowledge among the people about genuine and fake goods, ensuring that every citizen is a wise consumer when choosing to buy and use products on the market.
