Kinhtedothi – On October 29, Vice Chairman of Hanoi People's Committee Ha Minh Hai signed Decision No. 5644/QD-UBND on promulgating the Administrative Reform Index applicable to public service units under Hanoi People's Committee in the period of 2024-2030.
Accordingly, the purpose of the issuance of the Administrative Reform Index is to objectively, comprehensively and fairly evaluate the annual administrative reform results of public service units under the City People's Committee. Enhance the role and responsibility of leaders, officials and employees in performing administrative reform work of agencies and units.
Quantitatively and qualitatively evaluate the results of administrative reform implementation with the impact of administrative reform; combine internal and external evaluation. Through that, units clearly recognize the results, shortcomings, and limitations to have solutions to improve and enhance the quality and effectiveness of the unit's annual administrative reform.
Determining the PAR Index must ensure feasibility, suitability with the characteristics and actual conditions of public service units, and assess the annual PAR results of the units in a substantive, objective, and fair manner.
Strengthening the participation of individuals and organizations in the evaluation of the administrative reform implementation process of public service units under the City People's Committee. Forming a synchronous, unified, and gradually stable monitoring and evaluation system in agencies and units in the City.
The administrative reform index applied to public service units under the City People's Committee is determined for 3 groups of units, including: group of Schools (11 units); group of Institutes, Centers and Investment Funds (5 units); group of Project Management Boards, Newspaper and Radio agencies (6 units).
The results of the Public Administration Performance Index of 22 units are ranked from highest to lowest.
The specific process and time for assessment and scoring are as follows:
Step 1. Public service units under the City People's Committee, based on the criteria and results of performing administrative reform tasks, conduct self-assessment: Complete self-assessment 6 months before July 30 every year and complete annual assessment before November 30 every year.
Step 2. Members of the City Appraisal Council appraise and evaluate round 1: Complete appraisal and evaluation for 6 months before August 15 every year and complete appraisal and evaluation for the year before December 15 every year.
Step 3. Public service units under the City People's Committee self-assess and provide additional explanations and verification documents: Complete the explanation and additional assessment within 03 working days from the date the standing agency issues a document requesting explanation and additional documents.
Step 4. Members of the City Appraisal Council conduct the second round of appraisal and assessment: Complete the 6-month assessment before August 30 every year and complete the annual assessment before January 31 of the following year.
Step 5. The City Appraisal Council meets to approve the results of determining the annual PAR Index for public service units under the City People's Committee before February 5 of the following year.
Step 6. Submit to the City People's Committee for approval and announcement before February 10 of the following year.
The Hanoi People's Committee assigned the Department of Home Affairs to preside over and coordinate with agencies and units to implement the Decision of the City People's Committee; research and advise the City People's Committee to adjust and update the PAR Index appropriately during the implementation process.
